To promptly pay unemployment insurance (UI) benefits to employees when piloting public service implementation for 6 UBTN procedures on the National Public Service Portal, Vietnam Social Security requires the provincial Social Insurance to proactively coordinate with the Department of Home Affairs, the Department of Finance and the Provincial/City Employment Service Center to guide employees in implementation.
Vietnam Social Security guides the process of receiving documents and paying social insurance at the National Public Service Portal through 3 steps:
Step 1: The National Public Service Portal sends unemployment benefit payment documents (TCTN) to the Provincial Social Insurance by data sharing method, complying with regulations on information security.
Shared data must be capable of being sent, received, stored, and processed by digital devices and must be signed digital according to regulations.
Step 2: The provincial Social Insurance receives TCTN payment documents sent by the National Public Service Portal and checks the information. The response to the Employment Service Center is in forms outside the National Public Service Portal system.
In case of valid information, update payment records to the System and organize TCTN payment, issue health insurance cards to employees within 5 working days from the date of receipt of the electronic TCTN decision for TCTN beneficiaries in the first month.
Within 5 working days from the 7th of the month of TCTN for TCTN beneficiaries from the second month onwards as prescribed.
Step 3: The system of the Social Insurance agency automatically sends payment information (antry, time, status, ...) to the National Public Service Portal system.
