According to the Hanoi Employment Service Center, in the second quarter of 2025, the whole city had 23,550 people applying for unemployment insurance policies, double the first quarter of 2025 (11,682 dossiers).
The unemployment rate of workers aged 35 and over is high, reflecting that the restructuring process is still strongly affecting even experienced workers. The reason for unemployment is due to the dissolvement of enterprises, bankruptcies, and changes in structure, accounting for the highest rate.
Another reason is that the employee has expired the labor contract or work contract and cannot sign it again or the employee has not proactively signed the labor contract again. Finally, it is due to the employee terminating the labor contract or employment contract ahead of schedule; the person being disciplined or fired.
The reason for workers quitting is the most important indicator reflecting the market shift. The Hanoi Employment Service Center explains that this is not simply a lack of jobs but can be caused by employees taking the initiative to take a leave to seek better opportunities; businesses negotiate for employees to quit instead of officially lay off...
In terms of professional qualifications, workers without unemployment certificates account for the largest proportion, showing that the group of workers with low skills are the most vulnerable to changes in the market and technology.
Notably, the unemployment rate of the group with a university degree or higher tends to increase. The pressure is increasing even for workers with degrees, requiring them to continuously update their skills to meet the increasingly high requirements of businesses.
In the first 7 months of 2025, in Hanoi, more than 42,300 workers submitted applications for unemployment insurance; the number of people registered for vocational training was 647 people, an increase of 23% over the same period last year.
At the Hanoi Employment Service Center, the occupations that many workers register to learn are beverage mixing techniques, food processing techniques, and office IT.
