The draft Decree adjusting pensions, social insurance allowances and monthly allowances proposes to increase pensions from July 1, 2026 according to 2 options for the following 3 groups:
Group 1
Option 1:
Increase pensions and social insurance allowances by 4.5%.
At the same time, increase an additional 200,000 VND/month for the monthly allowance level for June 2026.
Option 2:
Increase 8% in pensions, social insurance allowances and monthly allowances for June 2026.
Group 2
Option 1 and option 2 have the same proposal:
Increase 8% in pensions, social insurance allowances and monthly allowances for June 2026.
Group 3
Apply the same in both options:
For people with a benefit level below 3.8 million VND/month:
If under 3.5 million VND/month: an additional increase of 300,000 VND/month.
If the benefit level is from 3.5 million VND to under 3.8 million VND/month: it is adjusted to increase to 3.8 million VND/month.
In which:
Group 1: Subjects at Points a, b, c, d, d, e and g Clause 1 Article 1 of the Draft Decree:
Cadres, civil servants, workers, public employees and laborers (including people with voluntary social insurance participation, people retiring from the Nghe An farmers' social insurance fund transferred under Decision 41/2009/QD-TTg.
Commune, ward, and town officials specified in Decree 33/2023/ND-CP, Decree 34/2019/ND-CP, Decree 92/2009/ND-CP, Decree 121/2003/ND-CP and Decree 09/1998/ND-CP amending and supplementing Decree 50/CP in 1995.
People who are receiving monthly unemployment benefits according to the provisions of law; people who are receiving monthly allowances according to Decision 91/2000/QD-TTg, Decision 613/QD-TTg in 2010; rubber workers who are receiving monthly allowances according to Decision 206-CP in 1979.
Commune, ward, and town officials are receiving monthly allowances according to Decision 130-CP in 1975 and Decision 111-HĐBT in 1981 of the Council of Ministers on amending and supplementing a number of policies and regimes for commune and ward officials.
Military personnel who are receiving monthly allowances according to Decision 142/2008/QD-TTg (amended and supplemented by Decision 38/2010/QD-TTg).
The People's Police are receiving monthly allowances according to Decision 53/2010/QD-TTg.
Military personnel, people's police, and cipher officers receive salaries as for military personnel and people's police who are receiving monthly allowances according to Decision 62/2011/QD-TTg.
Group 2: Subjects at Points h, i and Point k Clause 1 Article 1 of the Draft Decree:
People who are receiving monthly work accident and occupational disease allowances.
People who are receiving monthly survivor's allowance before January 1, 1995.
People who are receiving monthly allowances as prescribed in Article 23 of the 2024 Law on Social Insurance.
Group 3: Clause 2, Article 1 of the Draft Decree:
Subjects belonging to Group 1 and those receiving monthly allowances before January 1, 1995, after adjustment, have pensions, social insurance allowances, and monthly allowances lower than 3,800,000 VND/month.
