Based on the content of the Draft Decree stipulating the base salary and bonus regime for cadres, civil servants, public employees and armed forces, the increase in the base salary in 2026 for the armed forces is proposed as follows:
Adjusting the new base salary to 2,530,000 VND/month (equivalent to an increase of 8% compared to the current level specified in Decree 73/2024/ND-CP).
According to Article 2 of the Draft Decree stipulating the base salary and bonus regime for cadres, civil servants, public employees and armed forces, the 2026 base salary increase for the salary regime is expected to be applied to 9 groups of subjects:
1- Officials and civil servants from the Central to commune level specified in Article 1 of the 2025 Law on Officials and Civil Servants;
2- Public employees in public non-business units specified in Article 1 of the Law on Public Employees 2025;
3- People doing jobs under the labor contract regime specified in Decree 111/2022/ND-CP on contracts for some types of jobs in administrative agencies and public non-business units that are subject to the application or agreement in the labor contract applying salary ranking according to Decree 204/2004/ND-CP on salary regimes for cadres, civil servants, public employees and armed forces;
4- People working within the staffing quota at associations are supported by the state budget for operating expenses according to the provisions of Decree 126/2024/ND-CP regulating the organization, operation and management of associations;
5- Officers, professional soldiers, workers, defense officials and contract workers of the Vietnam People's Army;
6- Officers, sergeants receiving salaries, police workers and contract workers under the People's Police;
7- People working in cipher organizations;
8- Non-commissioned officers and soldiers of the Vietnam People's Army; non-commissioned officers and soldiers of the People's Police;
9- Non-specialized workers in villages and residential groups.
Thus, among the 9 groups of subjects above, the expected increase in the base salary for the army and police from July is 2,5330,000 VND/month.
