The Central Economic Committee presides over the preliminary review of the implementation of Resolution No. 27-NQ/TW, in which it coordinates with the Party Committee of the Ministry of Home Affairs and relevant departments, ministries, and branches to study, assess the suitability, feasibility and propose the implementation of 5 salary scales and 9 new allowance regimes of the public sector to be appropriate for submission to the Central Government for consideration after 2026, when the Politburo promulgates and implements the system of Job Position Lists in the political system.
Thus, according to the above content, it is expected that the 5 new salary scales according to job positions will be implemented after 2026 when the Politburo promulgates and implements the List of job positions in the political system.
At the same time, recently the Government Office issued Notice 143/TB-VPCP in 2026 on the Conclusion of Deputy Prime Minister Pham Thi Thanh Tra at the meeting on reviewing tasks for the first 3 months of 2026 and deploying tasks from now until the end of 2026 of the Ministry of Home Affairs.
In which there are contents: first of all, urgently complete and submit to the Government the series of Decrees guiding the Law on Civil Servants (completed before April 30, 2026); Decree on adjusting the base salary for cadres, civil servants, public employees, armed forces and related subjects from July 1, 2026 (completed on May 30, 2026).
Previously, the Government had a Draft Decree stipulating the base salary and bonus regime for cadres, civil servants, public employees and armed forces.
According to the Draft Decree, from July 1, 2026, the base salary is 2,530,000 VND/month.
Thus, from the above contents, it can be seen that 1. 7. 2026 will not have 5 new salary scales according to job positions when salary reform according to Resolution 27-NQ/TW.
Accordingly, it is expected that the salary scale for cadres, civil servants, public employees and armed forces will still be calculated according to the base salary multiplied by the salary coefficient.
However, according to the plan from July 1, 2026, the base salary will be adjusted to increase; accordingly, the salary scale of cadres, civil servants, public employees and armed forces will also be adjusted accordingly in the direction of increasing.
