Business owner late in paying social insurance and then fled
Recently, in the city, there was an incident where a foreign director of Daeduk Vina Company Limited ( DEEP C2B Industrial Park in Dinh Vu - Cat Hai Economic Zone) fled while still owed wages and had to pay social insurance for many months.
According to the workers' reflection, since April 15, workers have noticed signs of ineffective business practices by the company, and business owners are likely to flee, so they should report to the authorities.
After many meetings and promises to the authorities, on May 30, the workers discovered that the business owner had fled with the amount of wages owed to the workers up to nearly 1.5 billion VND, and the debt to social insurance, health insurance, and unemployment insurance for March and April 2025 of nearly 370 million VND. This company also owes the union fund for February, March, April 2025, owes the factory rental fee of nearly 3 billion VND, owes partners and suppliers about 5 billion VND... It is worth mentioning that before the above incident, this enterprise had 4 times of unpaid wages to employees, allowing work stoppages due to unpaid wages and long-term social insurance debts (from 2 months or more) but the grasp and handling were not timely, leading to business owners fleeing.
Previously, Hai Phong had a similar incident at Kai Yang Company Limited. The business owner fled after owing nearly 9 billion VND in wages to employees and 13 billion VND in 4 months of social insurance (from May to August 2019), affecting the rights of more than 2,000 employees.
According to the representative of the Economic Police Department - Hai Phong City Police, in recent times, the police agency has recorded violations of evasion of payment, prolonged payment of social insurance and health insurance, affecting the rights of employees.
According to the report of Hai Phong City Social Insurance, by the end of May 2025 alone, there were 643 enterprises that were 2 months or more behind in social insurance, 354 units were 3 months or more behind in social insurance. Among them, there are units that are behind in large sums of money such as Nam Trieu Shipbuilding Company Limited with VND 209.3 billion, Hai Phong Seafood Processing Export Processing Company with more than VND 23.2 billion...
Consider criminal proceedings against violating units
Faced with the situation of hundreds of enterprises being slow to pay social insurance for a long time, in June, the Social Insurance of Region XIII (Hai Phong) worked with nearly 400 employers in the city to inform and disseminate new points in the Social Insurance Law 2024 and the amended and supplemented Law on Health Insurance; urge the payment of social insurance, health insurance, and unemployment insurance.
At the meeting, the Social Insurance of Region XIII directly discussed with units that were late in paying social insurance in large amounts, for a long time, listened to the difficulties and problems of the unit, and at the same time set a deadline for completing the payment as soon as possible, before applying inspection and handling measures for violations. Through the urging work, the units committed to paying the late payment amount and strictly complying with the provisions of the amended Law on Social Insurance and Health Insurance.
Ms. Dinh Thi Lan Huong - Deputy Director of Social Insurance Agency, Region XIII - emphasized that the 2024 Social Insurance Law and the amended and supplemented Health Insurance Law are an important step in perfecting social security policies, expanding coverage and strengthening protection of workers' rights. For the policy to come into life, it is necessary to have the companionship and strict compliance with regulations from employers, not allowing the situation of prolonged payment delays and evasion of payments to cause disadvantages for employees, affecting the reputation and development of the business.
The representative of the City Police Economic Police Department also said that in the coming time, the unit will closely coordinate with the Social Insurance sector and relevant agencies to strictly handle violations according to the law, especially in the context that the law has clearly stipulated criminal sanctions for evasion of social insurance, health insurance, unemployment insurance and social insurance and health insurance fraud.
