Resolution to remove transition provisions, 65 doctors and nurses are owed benefits
In January 2021, Mr. Ho Van May, a doctor working at Dakrong District Medical Center, was sent to study at Hue University of Medicine and Pharmacy for specialized training I. With a modest income, an unemployed wife and two young children needing care, Mr. May was forced to borrow from a bank to cover tuition and living expenses during the two years of study. Before going to school, Mr. May was informed that the province had a support policy so he could rest assured to borrow money, but now, more than two years after graduating, Mr. May has not been supported, and his bank debt is still unpaid.
Similarly, Ms. Le Thi Anh Tuyet, an obstetrician and gynecologist working at Quang Tri General Hospital, was sent to study in Ho Chi Minh City at the end of 2020. To have money to go to school, she had to sell wedding gold. However, by the beginning of 2023 when she graduated from work, she had not received the support as prescribed.
Both of the above cases were sent to study according to Resolution No. 09/2017/NQ-HDND of the People's Council of Quang Tri province on training, treatment and attracting high-quality human resources. Accordingly, Ms. Hoa will be supported with more than 117 million VND, while Mr. May will be supported with more than 60 million VND.
However, due to many problems, these cases and 63 other doctors in the health sector of Quang Tri province, despite being eligible, the right subjects have not been supported. The reason is that the above cases have not ensured the validity period of the resolution as prescribed, mainly due to the influence of the CIVIV-19 epidemic extending the training time.
In fact, the provincial People's Council has issued Resolution No. 114/2020/NQ-HDND to extend the time of applying the training policy until the end of 2021. However, at Resolution 166/2021 continues the training policy for the period of 2022-2026, the transition terms for unfinished cases before 2021 have been removed, causing the support policy to be broken.
Agree to resolve the regime for 64 doctors
At the meeting of the provincial People's Council on December 3, 2024, the Culture and Social Committee asked the provincial People's Committee to soon settle the regime for the above cases of doctors. After that, the People's Committee of Quang Tri province issued a written request for the opinion of the Standing Committee of the provincial People's Council.
According to the provincial People's Committee, the cause of the problem has both objective factors such as CIVI-19 pandemic, which makes the training time prolonged, and subjective from the lack of transition terms, incomplete review and delayed coordination between functional units. After reviewing, on April 24, 2025, the Standing Committee of the Provincial People's Council agreed on the policy of supporting and assigning the Provincial People's Committee to organize the implementation. Quang Tri Department of Health has been assigned to coordinate with the Department of Home Affairs, the Department of Finance and the relevant units to complete the dossier and cost estimate.
Responding to Lao Dong Newspaper, Mr. Do Van Hung - Director of the Department of Health of Quang Tri province - said that he had coordinated with units to conduct a review and reached an agreement to propose support for 64/65 doctors sent to study but had not received training funding. Currently, the Department of Health has submitted a draft Decision approving the support list for 64 cases, with a total cost of nearly 3.6 billion VND from the People's Committee of Quang Tri province.
This is a necessary humanitarian policy to encourage and motivate the medical team to constantly study and improve their expertise. If not paid on time, it will reduce confidence in the policy, affecting the work of attracting and retaining high-quality human resources in the health sector of the province, Mr. Hung emphasized.
