On May 18, Mr. Hoang Nam - Acting Chairman of the People's Committee of Quang Tri province - confirmed that he had signed a Decision approving the list and support funds for 64 civil servants and public employees in the health sector sent for postgraduate training during the COVID-19 epidemic prevention period.
Accordingly, the Provincial People's Committee assigned the Department of Finance to review and advise on the allocation of support funds from the training expenditure estimate for 2025 and the budget savings for 2024. The payment will be made in accordance with current regulations, ensuring legitimate rights for medical staff who have completed the training program.
Previously, based on the Resolution of the People's Council of Quang Tri province on training, fostering, treatment policies and attracting high-quality human resources, doctors sent for postgraduate training will be partially supported with funding. However, 64 doctors and nurses, even though they have completed the program, have not yet been paid according to the policy.
Of these, there are 17 cases participating in the 2019-2021 training course, ensuring the validity period of the Resolution but the graduation is lasting to 2022 due to the influence of CIVI-19 pandemic. The remaining 47 cases studied in the period of 2020-2022, did not guarantee the validity period of resolution.
The provincial People's Committee said the cause of delay in paying both objective and subjective factors as the influence of the pandemic causes the training time to be prolonged, and also due to the lack of transition regulations, incomplete review and coordination between agencies are still slow.
After many petitions, on April 24, 2025, the Standing Committee of the Provincial People's Council agreed to support and assign the Provincial People's Committee to organize the implementation. The Department of Health of Quang Tri is assigned to coordinate with the Department of Home Affairs, the Department of Finance and the relevant units to complete the dossier and cost estimates for the above cases.
Regarding the incident, since August 2023, Lao Dong Newspaper has continuously reported the situation of dozens of cadres in the Quang Tri health sector completing postgraduate training programs but not yet receiving support funding. This delay has upset many officials, affecting their trust in the treatment policy, in the context that the province is making efforts to attract doctors to work in the locality.
