The salary table of cadres, civil servants and public employees will be calculated by the following formula:
Salary of cadres, civil servants, and public employees = Salary coefficient x Basic salary.
In which, the latest basic salary currently stipulated in Decree 73/2024/ND-CP is 2,340,000 VND/month.
Salary coefficient as prescribed in Decree 204/2004/ND-CP.

Thus, according to the above regulations, in 2025, public sector salaries, pensions, social insurance benefits, monthly allowances, and preferential allowances for meritorious people will not be increased.
This means that the basic salary will not increase in 2025 but will remain at VND 2,340,000/month according to Decree 73/2024/ND-CP.
However, according to Clause 4, Article 4 of Resolution 159/2024/QH15, the Government is assigned to:
Direct relevant ministries and agencies to study and propose handling of unreasonable issues arising in the regime for a number of subjects and occupations (civil servants in the education and health sectors...);
Propose to continue adjusting the increase in public sector salaries, pensions, social insurance benefits, monthly allowances, and preferential allowances for meritorious people in case the socio-economic situation in 2025 is more favorable and resources are balanced, and report to competent authorities for consideration and decision.
