According to Decree No. 56/2011/ND-CP dated July 4, 2011 of the Government (Decree 56) stipulating the preferential allowance regime according to the profession for medical staff at public schools, the head of the unit shall consider and decide based on the specific work and revenue sources, but not exceeding 20% of the current salary scale and grade plus leadership position allowance, seniority allowance beyond the framework (if any) of the beneficiary.
According to the investigation of Lao Dong Newspaper, currently, in Ninh Binh province, some districts have implemented support, some have not. Even in the same district or city, some schools have support, while others do not. This is a great disadvantage for school health officials.
In Hoa Lu district, there are currently 7 health officials in public schools from kindergarten to secondary school. The remaining schools are all contract health workers.
Ms. Nguyen Thi Cuc - a medical officer - at Ninh My Primary School (Hoa Lu district, Ninh Binh) shared that from January 1, 2024, she has been supported with 20% of the preferential allowance according to the profession according to Decree 56.
"With a 20% allowance compared to my current salary and grade, I receive an additional 1.6 million VND per month. This is not a large amount of money, but it partly supports the family economy and is also a motivation and source of encouragement for me to work with peace of mind" - Ms. Cuc shared.
Mr. Nguyen Tien Luc - Deputy Head of the Department of Education and Training (GDDT) - Hoa Lu district said that 100% of medical staff at public schools (from kindergarten to junior high school) in the district are enjoying preferential allowances according to Decree 56.
"The current benefit level of health officials at public schools in the district is 20% and this source is paid by the state budget," said Mr. Luc.
However, in Ninh Binh city, most medical staff at public schools are currently not supported with preferential allowances according to Decree 56. Only a few schools have to balance other expenses to get support for medical staff because the State budget does not provide (such as Truong Han Sieu Secondary School, Dinh Tien Hoang Secondary School).
It is known that in Ninh Binh province, only 2/8 districts and cities (including Yen Khanh district and Hoa Lu district) have implemented preferential allowance support according to Decree 56 for medical staff at schools from kindergarten to secondary school. This makes many school medical staff in Ninh Binh feel indignant because they work in the same profession, same field, same working environment but do not receive preferential allowance according to Decree 56.
Ms. Nguyen Thi Thanh Ha - a medical officer - at Ninh Nhat Primary School (Ninh Binh city) shared that in reality, school staff are extremely hard-working and under pressure. Every day, they have to be on duty at school to prevent student accidents and injuries, and provide initial health care for hundreds of students and teachers at the school who unfortunately have accidents or illnesses at school... Many people even work as treasurers and office staff...
"The duties of school health workers are very important and heavy, requiring a high level of responsibility for their work, related to people's lives and health. However, we are not entitled to preferential allowances according to Decree 56, which is a great disadvantage for us," Ms. Ha shared.
