Vietnamese workers who want to work abroad are increasingly becoming targets of online scams, as bad guys take full advantage of the desire to change their lives and the frustration of job seekers.

Taking advantage of the hope and despair of job seekers

On many social networking platforms and online recruitment channels, invitations for "easy work, high salary", "exorcism in the week", "committing to an income of thousands of dollars" continue to spread at a dizzying speed. Along with the development of technology, forms of cross-border job fraud are becoming more and more sophisticated.

Recently, the Ministry of Public Security has prosecuted and investigated many cases related to labor export activities. The main crimes include: Fraudulent appropriation of property, abuse of trust to appropriate property, illegal exit, human trafficking, organizing illegal flight abroad or staying, violating accounting regulations causing serious consequences, receiving bribes, and forging documents of agencies and organizations.

Speaking to Lao Dong, Ms. Mitsue Pembroke - Acting Head of the International Migration Organization (IOM) Delegation to Vietnam - said that the IOM Asia-Pacific Migration Report for 2025 recorded a number of notable trends, in which online fraud is currently the main cause of human trafficking and forced crime in Southeast Asia, including Vietnam.

According to IOM data, 81% of the victims are from Asia-Pacific countries, with the number of people receiving rescue assistance having increased fivefold in recent years. This trend shows the need to strengthen prevention through raising awareness and protecting more strongly throughout the migration process. Most of the trafficking victims come from the Asia-Pacific region, with Myanmar and Cambodia being the two main mining countries. Human trafficking routes have now expanded to Africa and South America.

According to IOM, Vietnamese youth who wish to work abroad to improve their lives are increasingly targeted by online job scammers, taking advantage of the hopes and despair of job seekers, especially through online channels, said Ms. Mitsue Pembroke.

Improving the capacity of the employment service center system

IOM believes that Vietnam needs to continue to invest in improving skills and diversifying the labor market, along with effectively managing labor transfer channels. Migration workers need to be comprehensively supported from the preparation and integration stages in the country to reintegration when returning. IOM also emphasized the importance of coordination between units such as the Department of Employment, the Department of Overseas Labor Management, the Department of International Cooperation under the Ministry of Home Affairs and the linkage between the Ministry of Home Affairs and the Ministry of Education and Training to ensure that workers have access to market information and have educational and training conditions suitable to the needs of labor receiving markets.

Deputy Director of the Department of Employment Nguyen Thi Quyen said that the Law on Employment No. 74/2025/QH15 passed by the National Assembly on June 16, 2025 marks a comprehensive adjustment, adding many new policies to perfect the labor market and create a more superior policy ecosystem for workers and businesses.

The new Law on Employment focuses on many important groups of policies. First of all, it is necessary to adjust the scope and expand beneficiaries, to ensure that more and more groups of workers, especially vulnerable groups, have access to policies. This is accompanied by mechanisms to support job creation, job maintenance, policy expansion through diverse access channels, improve the effectiveness of domestic job exchanges and activities to send Vietnamese workers to work abroad under contracts.

Deputy Director Nguyen Thi Quyen said that in the coming time, the unit will coordinate with Korean organizations to improve the capacity of the employment service center system, especially in the work of collecting and reporting labor market data, ensuring compatible with the national data system.
