On the afternoon of December 11, at the headquarters of O Cho Dua ward, Hanoi city, a conference was held to evaluate and draw lessons in the site clearance of Ring Road 1 (Hoang Cau - Voi Phuc section).
Reporting at the conference, Vice Chairman of the City People's Committee Truong Viet Dung said that for many years, the area of the investment project to build Ring Road 1 (Hoang Cau - Voi Phuc section) has been one of the hot spots for infrastructure and traffic congestion.
Therefore, removing this bottleneck is especially important, creating a foundation for synchronously renovating the technical infrastructure, improving the conditions for people's travel, living, production and business, while enhancing the value of land exploitation and the efficiency of urban space use of the city.
With the close direction of the City Party Committee and the drastic participation of the entire political system, the project's site clearance work has been basically completed.
The total reclaimed area reached 153,341m2, involving 1,983 households and organizations. Of which, O Cho Dua and Giang Vo wards have completed site clearance for 591/591 and 795/795 households respectively. Lang Ward has completed 596/597 households, and one organization is completing procedures to hand over the site.
"This is a very meaningful result, because the entire area is considered one of the most complicated bottlenecks of the project. A milestone shows a strong change in implementation effectiveness since the implementation of the 2-level local government model from July 1. In just over 5 months, O Cho Dua, Giang Vo and Lang wards have completed compensation, support, resettlement, and land acquisition for 1,295 households, while 7 years before, the districts had only resolved 686 households," Mr. Truong Viet Dung informed.
Vice Chairman of the City People's Committee Truong Viet Dung said that from practical implementation, some general experiences can be initially drawn for major projects in the coming time, in which he emphasized that the responsibility of the leader is decisive.
"Where the Secretaries and Chairmen directly direct, inspect, and dialogue, there is a clear progress, discipline, and administrative discipline are improved" - Vice Chairman of Hanoi People's Committee said.
Based on the achieved results, the City Party Committee and People's Committee would like to commit to continue completing the remaining procedures to hand over the entire clean site on schedule, before December 15; organize construction immediately after receiving the land, ensure strict management and protection of the cleared site, and avoid new violations.
At the same time, the City People's Committee will continue to review and systematize approved specific policies so that the People's Committees of communes and wards have a basis for application.
At the conference, Director of the Hanoi Civil Works Construction Investment Project Management Board Tran Dinh Cuong pledged that immediately after receiving the clean site from the localities, the Board will work with the contractor and be determined to open the technical route before January 15, 2026 under the direction of City Party Secretary Nguyen Duy Ngoc.
