Enterprises in difficulty owe social insurance
Mr. Bui Hong Nhat - Head of Management Department of collection - Book and social insurance card in Ha Tinh province said that as of 30.4.2025, the whole province of Ha Tinh has the amount of debt of social insurance, health insurance and unemployment insurance is 170 billion VND, of which 887 units owe over 3 months with the amount of VND 66 billion.
The reason is due to difficult production and business situations, some units are unable to pay. The awareness of compliance with social insurance and unemployment insurance laws of some employers and employees is not high, their awareness is not complete, they have signed labor contracts for less than 1 month, labor contracts, work contracts, not enough working days... to not be subject to compulsory social insurance.
Mr. Tran Dinh Giap - Head of the Department of Inspection and Inspection of Social Insurance of Ha Tinh province also informed that due to the difficult production and business situation, many businesses do not have financial capacity or due to the incomplete awareness of some business owners, especially for private enterprises, there is still a situation of outstanding social insurance and health insurance.
In addition, a part of workers do not fully understand the policy, so they have not proactively fought with employers, protected their legitimate rights and interests, and there are even cases where workers lack understanding and have agreed with business owners to not have to participate in social insurance.
Resolutely implementing debt collection solutions
Mr. Bui Hong Nhat - Head of the Department of Tax - Book Management, Social Insurance Card of Ha Tinh province shared that in the past time, Ha Tinh Social Insurance has drastically and synchronously implemented solutions to collect social insurance, health insurance, and unemployment insurance debts. Accordingly, professional staff proactively closely follow the employer to promptly grasp the situation and urge collection and payment.
Social Insurance agencies coordinate with local Party committees, authorities, and sectors to synchronously deploy solutions to limit evasion and insurance payment debts. Temporarily suspend the validity of employees' health insurance cards for units that are late in paying health insurance. Every month, announcements on mass media about units with long-standing debts.
Some businesses, after being publicly posted, are late in paying or have outstanding social insurance debts, and are afraid of affecting the honor, reputation, and production and business activities of their units, so they have managed to proactively pay. After a period of implementation, I have found this solution to bring quite positive results, Mr. Nhat shared.
Mr. Tran Dinh Giap - Head of the Department of Inspection - Inspection of Social Insurance of Ha Tinh province informed that up to now, the provincial Social Insurance has organized 6 inspections and examinations at 75 employers, 1 social insurance agency and directly verified the residence of a number of patients for health insurance examination and treatment.
Through inspection and examination, it has required registration to participate in social insurance, health insurance, and unemployment insurance for 73 employees with a late payment amount of VND 341 million; adjusted to increase or decrease the contribution level, the process of participating in social insurance, health insurance for 157 employees with an amount of VND 294 million; recovered the late payment amount of VND 4.5 billion.
In the coming time, the Social Insurance agency will continue to conduct interdisciplinary inspections and specialized inspections when detecting signs of law violations in the fields of social insurance, unemployment insurance, and health insurance. At the same time, integrate and do a good job of propaganda and guidance so that the inspected unit can comply with the provisions of law to ensure the rights of participants and beneficiaries of social insurance and health insurance.
