On the afternoon of May 20, the Central Committee of the Fatherland Front (Fatherland Front) in Vietnam held a preliminary assessment of the results of collection of comments to the draft Resolution amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam in 2013 (draft) in the Vietnam Fatherland Front system.
At the conference, delegates focused on discussing the contents of amendments and supplements in Articles 9, 10, Clause 1, Article 84 of the Constitution.
Speaking at the conclusion of the conference, Mr. Do Van Chien - Member of the Politburo, Secretary of the Party Central Committee, Secretary of the Fatherland Front Committee, Central mass organizations, Chairman of the Central Committee of Vietnam Fatherland Front said that the Standing Committee of the Central Committee of Vietnam Fatherland Front has issued a plan to guide and organize the collection of opinions in the system in accordance with the plan No. 05/KH -UBDTSDBSHP on the Constitution of the Constitution of 5.5 In 2013, he consulted the people to ensure the publicity and democracy of quality, on schedule to be eligible to gather to send to the Government as planned.
“Deploying the plan, the Fatherland Front at all levels and its member organizations organized 6,558 conferences to collect comments with 717,712 opinions responsible for intellectual dedication to contribute, including 715,617 ideas agree with the draft resolution, accounting for 99.7%, 0.3% agree but have suggestions to improve more. Supplement the Constitution for research to consider, ”said Chairman Do Van Chien.
Suggesting and providing some information related to the amendments of Article 9 and Article 10 of the Constitution, Chairman Do Van Chien said that, based on the conclusion No. 121-KL/TW, dated January 24, 2025 of the XIII Party Central Committee on the summary of Resolution No. 18-NQ/TW, January 24, 2025, the Central Executive Committee issued Decision No. 245 -QD Party cell affiliated with nearly 5,000 party members. The Fatherland Front Committee and the central mass organizations clearly show the comprehensive leadership role of the implementation of political tasks, the organization, officials, the work of building the Party, building organization and mass work of the Central Committee of Vietnam Fatherland Front, socio -political organizations, the mass associations at the central level assigned by the Party and the State.
Along with that, the Fatherland Front Committee and the central mass organizations have studied the legal basis to submit to the Politburo The Scheme of arranging and streamlined the Vietnam Fatherland Front Agency, socio -political organizations, mass associations assigned by the Party and the State at central, provincial and commune levels; Project on functions, tasks and organizational structure of the Vietnam Fatherland Front Agency at the central level. The content of the project has received very high support from the competent authorities and has been approved by the Politburo.
"The amendment and supplementation of a number of articles of the 2013 Constitution, the Law on Amending and Supplementing a number of articles of the Vietnam Fatherland Front Law, Trade Union Law, Youth Law, the Law on Execution of Democracy at the grassroots level will create a legal basis to implement the Project" - Chairman Do Van Chien stated.
Referring to the socio -economic development of the country in recent years, Chairman Do Van Chien cited in 1986, when our country entered the renovation period, Vietnam was one of the 20 poorest countries in the world. By this time, the country has risen as the economy in the top 35 of the world, trade exports are in the top 20 and is one of the most rice exporting countries in the world.
Emphasizing with the outstanding progress of economic and socio -economic infrastructure, Chairman Do Van Chien said that it also led to a change in social strata, a change in members and union members. Survey data of the Vietnam Fatherland Front in 27 provinces and cities has clearly demonstrated this change when the number of participants simultaneously accounted for 0.5%; The number of participants at the same time is 87 people accounting for 43.5%; The number of participants at the same time is 112 people accounting for 56%... So it can be seen that the social situation has made members and members of socio -political organizations change.
Chairman Do Van Chien said that in the general development trend of the country, under the leadership of the Party, the Vietnam Fatherland Front has had strong growth in organization and affirmed its position and prestige.
Also according to Chairman Do Van Chien, in the Report on synthesizing opinions and recommendations from voters and people sent to the 9th Session of the 15th National Assembly, there are 2 recommendations from the Presidium of the Central Committee of the Vietnam Fatherland Front to promptly receive and handle such as the situation of production and trading of counterfeit goods: "fake milk", "fake drugs", "poor quality food"; solve funding to pay for those who retire early and retire early.
Referring to the two words "affiliated" into the draft content, Chairman Do Van Chien stated that the phrase clearly shows the content of the Fatherland Front's movement, socio -political organizations for the development of the country and this is clearly shown in the project on function, tasks and organizational structure of the Vietnam Fatherland Front at the central level that has been approved by the Politburo.
Acquiring the discussion at the Conference, Chairman Do Van Chien emphasized that these are enthusiastic and responsible ideas for the draft Resolution amending and supplementing a number of articles of the 2013 Constitution; At the same time, the Standing Committee of the Central Committee of Vietnam Fatherland Front will fully synthesize and send it to the Government and the Draft Committee to amend and supplement a number of articles of the 2013 Constitution to study and consider before submitting to the National Assembly for approval.
