4-year-old child, mother still has not received maternity benefits
In 2019, Ms. Truong Thi Phuong Lan (residing in Ha Thuong village, Gio Linh commune, Quang Tri province) signed a working contract at Tuoi Hong Gio Linh Kindergarten managed by Trung Quang Consulting Joint Stock Company. Each month, Ms. Lan receives a salary of more than 3 million VND after being deducted from social insurance (SI) contributions and other expenses.
In September 2021, when she was pregnant and in poor health, she applied for unpaid leave. In November 2021, she gave birth and completed the maternity benefits procedures, but to date, after 4 years, it has not been resolved.
"Tuoi Hong Gio Linh Kindergarten under the Central Consulting Joint Stock Company owes me social insurance contributions, which prevented me from settling my maternity benefits and prevented me from closing my social insurance book after quitting my job" - Ms. Lan was upset.
In the same situation, Ms. Hoang Thi Mai Ly (residing in Vo Xa village, Ben Hai commune, Quang Tri province) has also worked at the school since 2019, giving birth in October 2021. Because the school owes social insurance money, Ms. Mai Ly has not yet received the policy and has had her social insurance payment process interrupted.
"I just hope the company's leaders will soon resolve it to ensure the rights of workers" - Ms. Ly shared.

In addition to the two cases above, Ms. Nguyen Thi Hong Ny (residing in village 5, Gio Linh commune) also had her unit owe her social insurance for many months and the regime had not been resolved according to regulations.
Enterprises delay, the Trade Union will guide lawsuits
Upset by the misappropriation of social insurance contributions, workers have repeatedly contacted Mr. Ho Sy Hoa - Chairman of the Board of Directors of Central Consulting Joint Stock Company, but have only received "ribbon" words. After that, they sent a petition to the old Gio Linh People's Committee.
On May 9, 2025, the interdisciplinary team of Gio Linh People's Committee came to work with the unit, but the company representatives and the school leaders were absent for no reason.
Wishing to resolve the workers' regime in accordance with regulations, Ms. Lan, Ms. Ly and Ms. Ny continued to send a petition to the Quang Tri Provincial Federation of Labor (LDLD). As soon as the application was received, the Quang Tri Provincial Federation of Labor established a team of leaders of the Provincial Federation of Labor and leaders of Gio Linh Social Insurance to work with the Central Consulting Joint Stock Company.
During the working process, the company representative committed to: settling social insurance debts for Ms. Lan by September 30, 2025 at the latest; October 31, 2025 for Ms. Ly; and November 30, 2025 for Ms. Ny. However, so far, none of the cases have been resolved as committed.
"The company has committed but has not implemented it, seriously affecting the rights of employees. In the coming time, the Provincial Federation of Labor will guide workers to file a lawsuit against the company in court to protect their legitimate rights" - said a representative of the Quang Tri Provincial Federation of Labor.
According to Gio Linh Social Insurance, as of October 2025, Central Consulting Joint Stock Company owes more than 103 million VND in social insurance, health insurance and unemployment insurance for employees.
