Currently, according to the provisions of Clause 2, Article 4 of the Law on Social Insurance 2014, voluntary social insurance has 2 regimes: retirement and death.
Meanwhile, the 2024 Social Insurance Law has added maternity benefits for voluntary social insurance participants as follows:
Article 95. Maternity allowance
1. The maternity allowance is 2 million VND for each child born and each fetus aged 22 weeks or older that dies in the uterus, the fetus dies during labor.
Female workers who are ethnic minorities or female workers of Kinh ethnic group whose husbands are ethnic minorities in poor households when giving birth are also entitled to other support policies according to Government regulations.
2. The state budget ensures the implementation of the provisions in Clause 1 of this Article. The Government decides to adjust the maternity allowance level in accordance with the socio-economic development conditions and the capacity of the state budget in each period.

Mr. Pham Truong Giang - Director of the Department of Social Insurance (Ministry of Labor, War Invalids and Social Affairs) said that when the Law on Social Insurance 2024 takes effect from July 1, 2025, it is forecasted that the number of beneficiaries of maternity benefits (both men and women) will be 108,000 people/year and the budget alone for this regime will be about 1,300 billion VND for the period 2025-2030 to support the implementation of the policy.
Mr. Pham Truong Giang added that the subsidy of 2 million VND is not fixed but will be adjusted by Government regulations.
