The responsibility of union members in the 2012 Trade Union Law (currently in effect) is stipulated in Article 19. Accordingly, the responsibilities of current union members include: Complying with and implementing the Charter of the Vietnam Trade Union and the Resolution of the Trade Union; participating in union activities, building a strong Trade Union organization; studying to improve political qualifications, culture, expertise, professional skills; training the qualities of the working class; living and working according to the Constitution and the law. Union members are responsible for solidarity, helping colleagues improve their qualifications and professional skills, effectively labor and protect the legitimate and legal rights and interests of workers and the Trade Union organization.
Meanwhile, the 2024 Trade Union Law (effective from July 1, 2025) has added the responsibility of union members, notably the responsibility to participate in building progressive, harmonious and stable labor relations.
Article 22 of the 2024 Trade Union Law stipulates the responsibilities of union members as follows: Comply with and implement the Charter of the Vietnam Trade Union, resolutions, and regulations of the Trade Union; participate in trade union activities, build a strong Trade Union; study to improve political qualifications, culture, expertise, professionalism, professional skills, working style; practice the qualities of the working class; live and work according to the Constitution and the law.
Union members are also responsible for solidarity, helping colleagues in work and in life; improving productivity, quality, and labor efficiency; protecting the legitimate and legal rights and interests of workers and trade union organizations; participating in building progressive, harmonious, and stable labor relations.
According to the terminological explanation of the 2019 Labor Code, labor relations are social relations arising in the hiring, use of labor, and payment of wages between employees, employers, representative organizations of parties, and competent State agencies. Labor relations include individual labor relations and collective labor relations.
The 2019 Labor Code stipulates the building of labor relations as follows: Labor relations are established through dialogue, negotiation, and agreement according to the principles of voluntariness, goodwill, equality, cooperation, and respect for each other's legitimate rights and interests.
Employers, organizations representing employers and employees, and organizations representing employees build progressive, harmonious and stable labor relations with the support of competent state agencies.
