Youme Law Firm LLC said that on March 20, 2025, the 13th Central Executive Committee and the Central Steering Committee on summarizing the implementation of Resolution 18-NQ/TW dated October 25, 2017 issued Official Letter 43-CV/BCD on the Plan to continue reorganizing the apparatus of the political system.
Accordingly, to continue to reorganize the apparatus of the political system, the Central Steering Committee on summarizing the implementation of Resolution 18-NQ/TW has requested the Central Organizing Committee to coordinate with relevant units to focus on implementing the tasks in Official Dispatch 43-CV/BCD in 2025, including:
- Advising on the issuance of Resolutions and Conclusions of the 11th Central Conference on continuing to reorganize the apparatus of the political system;
- Advising on the promulgation of the Central Executive Committee's Regulations on the implementation of the Party Charter (to be completed before April 25, 2025);
- Draft new Directive to replace Directive 35/CT/TW dated June 14, 2024 and Conclusion 118-KL/TW (to be completed before April 20, 2025);
- Advising the Secretariat to issue Guidelines on a number of specific issues of implementing the Party Charter (to be completed before May 15, 2025);
- Advising the Secretariat to issue regulations on the functions, tasks, and organizational apparatus of the Vietnam Fatherland Front at the provincial, commune, ward, and special zone levels (to be completed before June 15, 2025);
- Advising the Politburo to issue decisions to establish party committees of provinces and centrally run cities (after merging provincial-level administrative units);
- Advise the Politburo to appoint the Executive Committee, Standing Committee, Secretary, Deputy Secretary, Member of the Inspection Committee, Chairman, Deputy Chairman of the provincial -level inspection committee for the 2020-2025 term; appointing delegates of the provincial Party Committee to set up to attend the XIV National Party Congress of the XIV;
- Advising the Politburo and the Secretariat to assign and transfer cadres under central management before merging provincial administrative units;
- Advising the Secretariat to agree in principle to let the provincial Party Committee introduce personnel to the provincial and municipal People's Councils for the 2021 - 2026 term to elect the positions of chairman of the People's Council and chairman of the People's Committee according to regulations (after merging provincial-level administrative units) (to be completed before August 30, 2025).
In addition, the Central Organizing Committee also coordinated with the Provincial Party Committee and City Party Committee (before arranging) in advising the Politburo to appoint the Executive Committee, Standing Committee, Secretary, Deputy Secretary, Member of the Inspection Committee, Chairman, Deputy Chairman of the Provincial Party Committee Inspection Committee (after arranging) for the 2020-2025 term.
Thus, in Official Letter 43-CV/BCD, the Central Steering Committee on the review of the implementation of Resolution 18-NQ/TW requested the Central Organizing Committee to advise the Secretariat to agree to the provincial Party Committee to introduce personnel to the People's Council of the province or city for the term 2021-2026 elected the titles of the People's Council of the People's Council and the President of the People's Committee as prescribed (after the provincial-level merger).
