Provincial level coordinates and assigns staff in 2026
The Steering Committee for the arrangement of administrative units at all levels and the development of a model of organizing local government at both levels of the Government has just issued Official Letter 09/CV-BCD on the orientation for temporary arrangement of staff when arranging administrative units and organizing local government at both levels.
Accordingly, the Government Steering Committee orients the arrangement of staff for 34 provinces, cities and 3,321 communes after the merger.
For 11 provincial administrative units that do not merge, on the basis of the payroll assigned by the competent authority for the period 2022-2026 and the tasks are decentralized and decentralized from the central level, actively arranging and arranging officials and public employees to meet the requirements of the duties of the provincial advisory and assisting agencies.
At the same time, review, arrange to restructure and improve the quality of provincial-level cadres and civil servants, ensuring the operation of local government at two levels is interconnected, without interruption, effective and efficient.
For the 23 provincial-level administrative units after the merger, based on the above principles, it is possible to combine restructuring and improving the quality of the team according to the roadmap, basically after 5 years of total staffing to ensure compliance with the regulations assigned by competent authorities.
After stable arrangement, in 2026, based on the instructions of competent authorities on the criteria for determining the payroll and payroll framework of agencies, organizations and units in the political system, localities will proactively coordinate, balance, and decide to assign payroll to each agency, organization and unit under their management according to their authority, ensuring the implementation of the goal of streamlining payroll according to regulations.
In the immediate future, keep the current number of cadres and civil servants at the district and commune levels to be arranged to work at the commune level.
Conduct a review and streamlining of the payroll for commune-level cadres and civil servants who do not meet the prescribed standards to restructure and improve the quality of the team to meet the requirements of the tasks, ensuring a period of 5 years basically in accordance with the Government's regulations.
Each commune level has about 32 positions
It is expected to temporarily orient the staffing framework of a commune-level government to about 32 positions (excluding the positions of the Party and mass organizations and not including the positions of the Commune-level Military Command) arranged at the following positions:
1. People's Council leaders: Including 1 Chairman, 1 Vice Chairman (including 1 full-time).
2. People's Committee leaders: Including 1 Chairman, 2 Vice Chairmen.
3. The two Committees of the People's Council: Including 2 Heads of Committees appointed by members of the Standing Committee of the Commune Party Committee, 2 Deputy Heads of the full-time Committees and 2 civil servants.
4. Three specialized departments of the People's Committee: Each department has 2 full-time leaders and managers. Professional department civil servants: 4 civil servants/ department (total of 12 civil servant positions).
5. Public Administration Service Center: 1 Vice Chairman of the People's Committee and Director of the Public Administration Service Center; 1 full-time Deputy Director and 5 civil servants (in case of implementing the model of a 1-level Public Administration Center arranged by the provincial level with appropriate staff).
The document also stated the criteria for determining the staffing of commune-level cadres and civil servants. Each commune-level administrative unit is temporarily assigned an average of 32 positions/commune.
For commune-level administrative units with a population of over 16,000 people: communes, mountainous wards, and highlands, for every increase of 1,000 people, 1 additional civil servant position will be arranged; for other communes, wards, and special zones, for every increase of 2,000 people, 1 additional civil servant position will be arranged and no more than 50 positions/commune and 70 positions/ward, special zone.
The commune level is one administrative unit that remains the same (not implementing the arrangement), so it is recommended not to establish a professional department under the commune-level People's Committee.
