According to Resolution No. 81/2023/NQ-HDND of the People's Council of Bac Giang province, the positions of non-professional workers at the commune level in this province include:
Party Committee Office; Deputy Chairman of the Party Committee Inspection Committee; Deputy Head of Party Committee; Vice Chairman of the Fatherland Front Committee; Vice Chairman of Veterans Association; Vice Chairman of the Farmers Association in communes and towns (Head of the Street Protection Committee in the ward); Vice Chairman of the Women's Union; Deputy Secretary of Ho Chi Minh Communist Youth Union; Radio station; Deputy Commander of the Military Command; Cashier, clerical, archive; Chairman of the Elderly Association; President of the Red Cross; Vice Chairman of the Elderly Association.
In particular, the title and allowance for the Head of the Ward Civil Protection Department in Resolution No. 81/2023/NQ-HDND are abolished by Clause 2, Article 7 of Resolution 30/2024/NQ-HDND effective from July 1, 2024.
Recently, the Steering Committee for the arrangement of administrative units at all levels and the development of a model of organizing local government at both levels has a policy to end the use of non-professional workers at the current commune level from August 1, 2025.
