Currently, the base salary used to calculate allowances for non-specialized workers is specified in Article 3 of Decree 73/2024/ND-CP is 2,340,000 VND/month.
It is expected that from July 1, 2026, the base salary level will be temporarily adjusted to increase by about 8%, and at the same time associated with the adjustment of pensions, allowances for people with meritorious services, support, allowances for social protection beneficiaries and support, social pension allowances.
Recently, the Government has drafted a Decree stipulating the base salary and bonus regime for cadres, civil servants, public employees and armed forces (draft Decree).
Accordingly, the base salary is expected to increase by 8%, from 2,340,000 VND/month to 2,530,000 VND/month from July 1. 2026. At the same time, Point k Clause 1 Article 2 of the Draft Decree mentions "Non-specialized workers in villages and residential groups" as one of the subjects expected to receive salaries and allowances applying the new base salary.
Thus, according to the draft Decree stipulating the base salary and bonus regime for cadres, civil servants, public employees and armed forces, it is expected that non-specialized cadres in villages and residential groups will have their base salary increased by 8% to 2,530,000 VND/month.
The above increase is only an estimate, the official application depends on the specific regulations of the Government in the coming time.
