Challenges after the merger
On August 25, at the 2025 Trade Union Training Conference, Mr. Nguyen Nhat Tien - Vice President of the Trade Union, Head of the An Giang Provincial Trade Union Work Committee - emphasized that after the merger, the Trade Union organization will face many challenges, including 4 main challenges.
First of all, it is about geographical distribution and management. The whole province has 114,891 union members/124,317 employees, operating at 823 grassroots unions (CDCS) and Trade Unions (ND), but the grassroots unions and NLD are active in scattered areas. In addition, some places have very few units (only more than 10)...
This not only causes difficulties in management and monitoring, but also affects and directs operations, especially in border areas and islands, dozens or hundreds of kilometers away from the mainland. Meanwhile, the union's finances and human resources are being limited.
Up to now, the regulations on financial and asset management have not been adjusted to suit the new operating model. Specifically, the settlement reporting of the commune and ward trade unions has not been clearly regulated and the software for synthesizing settlement reports has not been updated.
Meanwhile, the payroll of the Trade Union Working Committee is being reduced, currently there are only 27 payrolls of civil servants, not meeting the requirements of the task when the number of enterprises and workers is increasing. In addition, there are policy problems. Currently, the establishment of the commune, ward and special zone trade unions has not received complete consensus from the local Party Committee and there is still a lack of specific guidance on the operation of these units.
Proactively overcoming difficulties
To solve the above difficulties, the An Giang Provincial Federation of Labor has proposed 4 solutions. First of all, the Vietnam General Confederation of Labor coordinates with local Party committees to direct and guide the establishment of trade unions in communes, wards and special zones.
Second, it is recommended that the Central Organizing Committee and the Standing Committee of the Central Committee of the Vietnam Fatherland Front study and allocate sufficient staff to the Trade Union Work Committee to meet the requirements of the tasks in the new situation.
Third, promptly issue documents directing and guiding the organization of trade union congresses at all levels and regulations on trade union finance. In particular, it is necessary to update and adjust accounting software to suit the actual situation.
Fourth, it is recommended that the Vietnam General Confederation of Labor coordinate with relevant agencies to provide specific guidance on the organization and operation of the People's Inspectorate and the supervision of trade unions.
However, not passive in waiting for the policy, right from the first day of the merger, the leaders of the An Giang Provincial Federation of Labor have been inspiring the unions at all levels to proactively overcome difficulties. thoroughly grasping the spirit of "each union cadre is a pioneer in connecting the union organization with union members and workers in the province", the Provincial Federation of Labor calls on each union cadre to regularly innovate their thinking and action to improve their capacity and methods of communication of the Party and State's policies and policies to workers and directly listen to them to promptly share and protect the legitimate and legal rights and interests of union members and workers.
In reality, in addition to advising the head of the unit, the enterprise applies a bonus regime on major holidays, such as: the 96th anniversary of the founding of the Vietnam General Confederation of Labor, the 137th anniversary of the birth of President Ton Duc Thang, the 80th anniversary of the August Revolution and National Day on September 2... the trade unions at all levels also use union financial resources to organize many activities to increase care for the material and spiritual life of union members and employees.
The Provincial Federation of Labor alone visited and presented 200 gifts to union members and employees in difficult circumstances at 10 enterprises; organized "Union Meals" for 13,012 union members and employees with a total cost of 840,535,000 VND; supported 07 Union Shelters for union members with housing difficulties (50 million VND/house)... All are a great testament to the irreplaceable role and position of the Vietnam Union organization in caring for and protecting union members and employees.
