On March 28, 2025, the Politburo and the Secretariat issued a conclusion of 137-KL/TW on the scheme of arranging and reorganizing administrative units at all levels and building a model of two-level local government organizations.
According to conclusion 137, on the arrangement and reorganization of the commune -level administrative units, the use of part -time operating people at the commune level; Assigning local authorities to consider and can arrange part -time activities at the commune level to meet the requirements of tasks to work in the village, the residential group and implement the regimes and policies for officials who do not arrange their work as prescribed.
According to Clause 3, Article 2 of Decree 29/2023/ND-CP, one of the subjects entitled to the policy of streamlining the payroll with part-time people at the Diem residue level due to the arrangement of administrative units at the commune level and the part-time activists in the villages and residents of the residual residential quarter due to the arrangement of villages and residential groups when arranging administrative units at the commune level to rest in 12 months from the decision of the authority.
Accordingly, the non-specialized activist at the commune level streamlines the policy in Clause 2, Article 9 of Decree 29/2023/ND-CP, specifically:
The payroll streamlining object is an amateur activist at the commune level, in the village, the residents of the residual residential area due to the arrangement of the administrative unit at the commune at 12 months from the time of the decision to arrange the competent authorities, the benefits are as follows:
+ For non -specialized people at the commune, village, the residential group holds the election titles: Every month, the first month is compared to the end of the term, they are entitled to 1/2 of the monthly allowance. Particularly, the subject at the time of retirement before the end of the arrangement roadmap, the number of months entitled to the allowance is calculated by the number of months before the time of retirement mentioned above;
+ For non -specialized activities at the commune, in the village, the residential group holds the titles not by the election: Every month, the previous month is compared to the end of the arrangement roadmap to enjoy the allowance of 1/2 of the monthly allowance. Particularly, the subject at the time of retirement before the end of the arrangement roadmap, the number of months entitled to the allowance is calculated by the number of months before the time of retirement mentioned above.
