Reporting to the Ministry of Home Affairs' Electronic Information Portal, Mr. Pham Hoang Long (character's name has been changed) said that the subject is a part-time worker at the commune level who is disadvantaged compared to cadres, civil servants and public employees when implementing staff streamlining.
Mr. Long said that he has contributed for more than 12 years. Therefore, he expressed his concern when he was subject to staff streamlining when merging communes.
Similarly, Ms. Tran Thi Thuy (character's name has been changed) also suggested that non-professional workers at the commune level pay more attention to the regime and policies in the process of streamlining the apparatus.
Regarding the reflection on "Organizing streamlining of the apparatus, the regime for part-time workers", the Ministry of Home Affairs said it had noted this contribution.
According to the Ministry of Home Affairs, for part-time workers at the commune, village and residential group levels who are redundant due to the reorganization of the apparatus, it will be resolved according to Decree 29/2023/ND-CP of the Government regulating staff streamlining.
Accordingly, the subjects of staff reduction are non-professional workers at the commune level, in villages and residential groups who are redundant due to the arrangement of commune-level administrative units and retire within 12 months from the date of the arrangement decision of the competent authority, and will receive the following allowances:
For non-professional workers at the commune level, in villages, and residential groups holding election positions:
For each month of retirement before the end of the term, they will receive a subsidy equal to 1/2 of the current monthly allowance.
For subjects who retire before the end of the arrangement roadmap, the number of months of benefits will be calculated by the number of months of retirement before the retirement date mentioned above;
For non-professional workers at the commune level, in villages, and residential groups holding positions not elected:
For each month of retirement before the end of the arrangement roadmap, they will receive a subsidy equal to 1/2 of the current monthly allowance.
For subjects who retire before the end of the arrangement roadmap, the number of months of benefits will be calculated by the number of months of retirement before the retirement date mentioned above.
The Ministry of Home Affairs said that according to Decree 33/2023/ND-CP, the number of non-professional workers at the commune level is calculated according to the type of commune-level administrative unit, specifically as follows: type 1 is 14 people; type 2 is 12 people; type 3 is 10 people.
