The Government issued Decree 200/2025/ND-CP guiding the Law on Civil Defense, effective from August 23, 2025.
Article 8 of Decree 200/2025/ND-CP stipulates the functions, tasks and organizational structure of the Commune-level Civil Defense Command as follows:

(2) Organizational structure
- The head of the board is the Chairman of the People's Committee at the commune level;
- Deputy Heads of the Committee include 1 Vice Chairman of the People's Committee at the commune level, who is the Standing Deputy Head of the Committee, 3 Deputy Heads of the Committee, who are the Commander of the Military Command, Chief of the Commune-level Police and the Head of the Economic or Economic, Infrastructure and Urban Affairs Department assigned to the task of state management of natural disaster prevention and control;
- Members of the Commune-level Civil Defense Command shall be decided by the Chairman of the Commune-level People's Committee, including Heads of specialized departments not falling under the provisions of Point b of this Clause. Based on specific local conditions, the Chairman of the People's Committee at the commune level invites representatives of leaders of political organizations and unions at the commune level to join the Commune-level Civil Defense Command;
- Agency assisting the Commune-level Civil Defense Command
The People's Committee at the commune level of the Economic Department or the Economic, Infrastructure and Urban Department assigned to the task of state management of natural disaster prevention and control presides over and coordinates the implementation of the task of advising the Commune-level Civil Defense Command on natural disaster prevention and control in the area and is funded to perform the task.
