According to Decree 73/2024/ND-CP, the current basic salary is 2,340,000 VND/month.
In addition, Clause 2.1 Section 2 of Conclusion 83-KL/TW in 2024 clearly states:
- The implementation of salary reform according to Resolution 27-NQ/TW in 2018 for cadres, civil servants, public employees and armed forces has many difficulties, obstacles and shortcomings, so it is necessary to review and study carefully, thoroughly and comprehensively; at the same time, it is necessary to amend and supplement many regulations of the Party and laws of the State to submit to the Central Committee for consideration and adjustment of some contents of Resolution 27-NQ/TW in 2018 to suit the practical situation.
Based on the above situation and Resolution 27-NQ/TW in 2018, the Politburo assigned the Government Party Committee to direct the Government to implement public sector salary reform according to a roadmap, step by step, reasonably, cautiously and feasibly.
In addition, Clause 5.2, Section 5 of Conclusion 83-KL/TW in 2024 stipulates:
5. Implementation organization
The Politburo requests Party committees, Party organizations, authorities, the Fatherland Front and socio-political organizations at all levels to promptly implement the following key tasks based on this Conclusion:

The Central Economic Committee presides over the preliminary review of the implementation of Resolution No. 27-NQ/TW, in which it coordinates with the Party Committee of the Ministry of Home Affairs and relevant ministries, branches and sectors to study and evaluate the suitability, feasibility and propose the implementation of 5 new salary scales and 9 new allowance regimes of the public sector for submission to the Central Committee for consideration after 2026 when the Politburo promulgates and implements the system of Job Position Lists in the political system.

In the spirit of Resolution 27-NQ/TW in 2018, salary reform will build a new salary system according to job positions, titles and leadership positions to replace the current salary system; convert old salaries to new salaries but ensure that they are not lower than current salaries, including 5 new salary tables for cadres, civil servants, public employees and armed forces according to job positions.
One of the specific factors to design the new salary table according to Resolution 27-NQ/TW in 2018 is to abolish the current basic salary and salary coefficient, and build a basic salary with a specific amount in the new salary table.
So the reason for stopping the application of the basic salary of 2.34 million VND/month at the same time as applying the new salary table according to job position after 2026 is because of building 5 salary tables in the spirit of Resolution 27, in which the new salary table abolishes the basic salary and salary coefficient, building the basic salary with a specific amount of money.
