Recovering more than 1.6 billion VND in social insurance debt after inspection

Khanh Hoa - The social insurance debt situation is still complicated because units deliberately avoid paying, showing signs of violating the law on social insurance and health insurance.

According to Khanh Hoa Provincial Social Insurance, from the beginning of 2024 to now, it has conducted planned inspections and audits at 221 units. Unscheduled debt collection inspections were conducted at 48 units and unscheduled debt collection inspections are being conducted at 10 labor-using units.

Through the inspection and examination process, the interdisciplinary inspection discovered that the units owed social insurance (SI), health insurance (HI), unemployment insurance (UI), occupational accident and disease insurance (OID) with the amount of more than 3.3 billion VND; had not paid, paid within the time limit and paid less than 1.4 billion VND for 91 employees.

150 cases of short-term social insurance benefits received in violation of regulations must be returned to the social insurance fund with an amount of more than 123 million VND; 19 cases of pension benefits received in violation of regulations must be returned to the social insurance fund with an amount of more than 122 million VND. Health insurance medical facilities paid in violation of regulations to 728 cases with an amount of more than 60 million VND to the health insurance fund.

The inspection and examination units also discovered 38 workers who had not paid the occupational accident and disease insurance and adjusted the information on the social insurance books of 209 cases. They drew up 49 records of administrative violations and advised the leaders of the provincial social insurance agency to issue 49 decisions on administrative violations with the amount of money to be paid to the state budget of more than 287 million VND, and had to remedy the consequences of administrative violations in paying social insurance, unemployment insurance, and health insurance of more than 612 million VND.

As a result of the implementation of the inspection and examination conclusions, up to now, the units have recovered the amount of debt for social insurance, health insurance, unemployment insurance, and occupational accident and disease insurance according to the conclusion of more than 1.6 billion VND.

The units have made retrospective payments due to unpaid, underpaid, and underpaid contributions of 125 employees with a total amount of more than VND 1.7 billion. They have recovered to the Social Insurance Fund more than VND 225 million in illegal short-term social insurance benefits.

Executed 31 decisions on administrative sanctions with fines paid of more than 386 million VND. 6 units have remedied the consequences of administrative violations in social insurance, unemployment insurance, and health insurance contributions of more than 285 million VND. Adjusted information on social insurance books of 96 cases.

As of the end of September 2024, Khanh Hoa had 1,637 units owing social insurance, health insurance, and occupational accident and disease insurance for 1 month or more, with an amount of nearly 182.8 billion VND (excluding 740 units that are no longer operating but still in debt).

Of these, 543 units have owed for 6 months or more with an amount of more than 104.2 billion VND. Some units have large debts, continue to owe, and lack coordination with the Social Insurance agency to pay debts such as Nha Trang Shipbuilding One Member Co., Ltd., Cam Ranh Shipbuilding One Member Co., Ltd., Water Supply and Drainage Construction Joint Stock Company No. 12...
