According to the report of Dong Thap Provincial Social Insurance, as of September 30, 2024, the whole province had 2,851 units participating in compulsory social insurance with 105,913 people, reaching 94.47% of the assigned plan (an increase of 2,007 people, an increase of 1.95% compared to the same period in 2023). There were 27,882 people participating in voluntary social insurance, reaching 83.51% of the assigned plan (an increase of 5,555 people, an increase of 24.88% compared to the same period in 2023) and there were 95,984 people participating in unemployment insurance (UI), reaching 94.29% of the assigned plan (an increase of 2,139 people, an increase of 2.28% compared to the same period in 2023).
There are 1,506,583 people participating in health insurance, an increase of 42,551 people, an increase of 2.91% over the same period in 2023), reaching 100.15% of the assigned plan, reaching a health insurance coverage rate of 94.15%, 0.26% higher than the assigned plan (the Government's plan is 93.89%). In addition to a number of units and enterprises strictly complying with the law on social insurance, health insurance (HI), and unemployment insurance, the whole province has 1,283 units that are late in paying social insurance, health insurance, and unemployment insurance with an amount of VND 109,754 billion. Of which, 1,185 units are still in operation, with a late payment of VND 95,405 billion; 98 units are bankrupt, dissolved, or have stopped production and business activities, and units with business owners absconding, with a late payment of VND 14,348 billion.
Dong Thap Social Insurance also said that the total amount of late payment accounts for 3.03% of the collection plan, 0.07% higher than the rate of late payment assigned by Vietnam Social Insurance (2.96%). The whole province has 228 enterprises, late payment of 3 months or more, the amount of late payment is 66,584 billion VND. Only 3 large enterprises (with 200 employees or more) are late in paying the amount of up to over 33 billion VND.
At the conference, there were 15 comments expressing difficulties in performing tasks. Accordingly, many units have delayed payment, prolonged delayed payment, misappropriation of capital from social insurance collection of employees for other purposes...
This not only affects law enforcement, but also directly affects the rights of workers; affects local social security policies. Many delegates also contributed ideas to improve the situation.
Ms. Nguyen Thi Minh Tuyet - Standing Member of the Provincial Federation of Labor, Deputy Director of the Department of Labor, Invalids and Social Affairs of Dong Thap province - said that besides some units and enterprises that intentionally violate, there are also many units and enterprises that are really facing difficulties due to reduced orders... Therefore, it is necessary to analyze and clearly understand the causes and motives of units that owe insurance to have appropriate solutions.
Mr. Nguyen Thanh Nhan - Chairman of the Trade Union of Industrial Parks and Economic Zones of Dong Thap - said that besides a number of workers who are not aware of their roles, rights, and responsibilities when participating in social insurance, health insurance, etc., there is also a legal gap. "Up to now, there has been no legal document to regulate the final settlement of social insurance, health insurance, and unemployment insurance debts that are difficult to collect for business owners who employ workers who are no longer operating or have "disappeared" - Mr. Nhan said.
Speaking at the end of the conference, Ms. Huynh Thi Tuyet Vui said that the situation of insurance debt is very worrying because it will directly affect the legal and legitimate rights of union members, workers and laborers.
“For the sustainable development of workers, the management sector and functional sectors need to promote their roles and responsibilities, regularly innovate working content and methods to handle problems in a practical and effective way,” Ms. Vui emphasized.
