On December 21, 2025, the Government issued Decree 335/2025/ND-CP regulating the evaluation and classification of quality for state administrative agencies and civil servants (effective from January 1, 2026).
Based on Clause 4, Article 20 of Decree 335/2025/ND-CP stipulating the classification level for civil servants who do not complete their tasks as follows:

4. Failure to complete tasks in one of the following cases:
a) Having monitoring and evaluation results below 50 points.
b) Being concluded by competent authorities to have manifestations of degradation in political ideology, morality, lifestyle, "self-evolution", "self-transformation"; violating things that party members are not allowed to do; violating the responsibility of setting an example, adversely affecting the prestige of themselves and the agency or unit where they work.
c) Having violations related to public service activities that are disciplined in the form of reprimand or higher in the evaluation year.
d) Agencies, organizations, and units under their authority to be directly in charge and managed related to embezzlement, corruption, and wastefulness and being handled according to the provisions of law (for civil servants holding leadership and management positions).

Clause 3, Article 23 of Decree 335/2025/ND-CP stipulates:
Using the results of monitoring, evaluating, and ranking civil servant quality

3. The annual results of civil servant quality classification are used as a basis:
a) Evaluating and ranking the quality of party members.
b) Propose tasks and solutions to promote advantages, overcome limitations and shortcomings to consolidate and improve the leadership and direction capacity of the leadership and management collectives of agencies, organizations, and units.
c) Arranging, using, training, fostering, planning, appointing, dismissing, transferring, rotating, assigning, emulation, commendation, discipline, implementing other policies for civil servants.
d) Considering arranging civil servants for higher job positions if there are job positions suitable for expertise, nghiệp vụ and meeting the requirements of that job position.
e) Considering arranging civil servants for lower job positions or dismissing them in cases where quality is classified as not completing tasks or not meeting task requirements.
e) Used as a basis for determining additional income, bonuses from the annual bonus fund of agencies, organizations, and units (if any).
Thus, according to the above regulations, from January 1, 2026, it will be considered to dismiss civil servants if they do not complete their tasks or do not meet the task requirements in the annual civil servant quality ranking results.
