OF THE 13TH PARTY CENTRAL COMMITTEE
AT THE XIV NATIONAL CONGRESS OF THE PARTY

The 14th National Party Congress takes place in the context of the world facing great changes of the era and the country after 40 years of renovation, the foundation, potential, position and international prestige have been raised to a new height. With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the Congress identifies thinking, vision, strategic decisions for us to firmly move forward strongly in the new era, successfully implement the goals of national development to 2030 when our Party turns 100 years old (1930 - 2030); realize the development vision to 2045, commemorating the 100th anniversary of the founding of the Socialist Republic of Vietnam (1945 - 2045).
I- ASSESSING THE IMPLEMENTATION OF THE RESOLUTION OF THE 13TH PARTY CONGRESS AND THE COUNTRY'S STRUCTURE AFTER 40 YEARS OF RENOVATION
The process of implementing the Resolution of the XIII Congress takes place in the context of a fast, complex, unstable, unpredictable world, with more difficulties and challenges than advantages, and many very new and unprecedented issues appearing, especially the Covid-19 pandemic, the Fourth Industrial Revolution taking place quickly, deeply and comprehensively, especially artificial intelligence; non-traditional security issues are increasingly complex. The world economy is declining and unstable under the impact of trade wars, major country trade policy adjustments and global security issues. The Asia-Pacific and Indian Ocean regions, including Southeast Asia, continue to maintain an important strategic position, driving force for the growth of the world economy, but face many difficulties and challenges. Our country is deeply affected by adverse external factors, heavily and prolongedly affected by the Covid-19 pandemic, natural disasters, trade conflicts... both have to handle prolonged internal limitations and inadequacies, and have to focus on solving newly arising complex and unexpected problems.
In the context of many difficulties and challenges, with will, aspiration for development, innovative thinking, high determination, and drastic action, the entire Party, people, and army joined forces and united hearts to successfully implement the Resolution of the 13th National Congress. Our Party firmly leads the country to continue to achieve very important and comprehensive results, with many outstanding bright spots.
1. Achieved results
(1) Economic development, implementing 3 strategic breakthroughs, achieving many important and outstanding results; resource management, environmental protection and adaptation to climate change have positive changes.
The macroeconomy is basically stable, major balances are ensured. Inflation, state budget deficit and public debt targets are controlled; trade surplus is continuously high; the domestic market is strongly developed. Development investment resources are mobilized and used more effectively. Many backlog projects, businesses suffering prolonged losses, and weak credit institutions have been thoroughly handled, achieving many results. Decisively implementing many solutions to control and push back the Covid-19 pandemic, especially vaccine diplomacy, national free immunization and implementing the "double" goal of both focusing on disease prevention and control, and recovering and promoting rapid and sustainable economic development for the post-pandemic period.
Economic growth of our country in the period 2021 - 2025 averaged about 6.2%/year, belonging to the group of high-growth countries in the region and the world, especially economic growth in 2025 reached 8.02%, creating a solid foundation for the growth target of 10% or more from 2026 and the following years. GDP scale in 2025 reached over 514 billion USD, 1.48 times higher than 2020, ranked 32nd in the world, GDP per capita reached 5,026 USD, joining the group of high-middle income countries, highly appreciated by many prestigious international organizations. Growth quality has positive changes, the contribution of aggregate factors (TFP) to economic growth reached about 47%.
The economic structure continues to shift in the right direction, the proportion of agriculture, forestry and fishery sectors decreases; the proportion of the industrial, construction and service sectors increases. Processing and manufacturing industries are developing quite well; the localization rate has improved. Agriculture is gradually developing towards ecology, green, circularity, applying high technology, improving quality and efficiency, continuing to promote the role of "support" in the economy, ensuring national food security. New rural construction has achieved many outstanding results, fundamentally changing the face of rural areas and improving people's lives. The service and tourism sector has recovered and developed rapidly; the marine economy continues to develop. Many new production and business models have been formed, creating favorable premises for the development of new production forces.
Promoting decentralization and delegation of power, focusing public investment capital on key national projects with high spillover effects, regional and inter-regional connections, fundamentally overcoming the situation of spreading and scattered investment. Credit growth has strongly focused on production and business activities and priority sectors. Production and business activities of some economic groups and state-owned corporations have been effective, maintaining key positions in the economy.
Innovating mechanisms and policies to promote private economic development, especially from 2025, affirms that private economic development is the most important driving force of the economy. Initially, a number of large-scale, multi-industry private economic groups have been formed, capable of competing in the international market.
Economic zones, industrial parks, and tourist areas associated with the coastal urban chain have formed and developed strongly; free trade zones have been established in some localities. Initially, economic growth poles and innovation, science, technology, education, and training centers have been formed in major cities; the urbanization rate in 2025 reached 45%.
Resource management and use; environmental protection and response to climate change, disaster prevention, control and mitigation are strengthened; institutions and policies are gradually being improved; disaster forecasting and warning capacity, adaptation to climate change are improved; coordination between levels, sectors, and localities is closer and more effective.
Three strategic breakthroughs were implemented synchronously, centrally, and keyly, achieving outstanding results, creating a new foundation and driving force to promote socio-economic development. Strongly innovate thinking and working methods in building and organizing law enforcement; focus on adjusting, supplementing, and perfecting laws in the direction of radical decentralization and delegation of power, minimizing administrative procedures to remove difficulties, obstacles, and bottlenecks in implementation, ensuring the legitimate rights and interests of people and businesses. The quality of human resources is increasingly improved. The socio-economic infrastructure system has made breakthrough development, many important large-scale infrastructure projects have been invested and upgraded, highways, airports, seaports, digital infrastructure..., contributing to changing the face of the country and opening up new development space. Focus on investing in science and technology development, innovation and national digital transformation, especially high technology, building national data centers; applying population data, identification and electronic authentication... creating motivation to innovate the growth model and improve the added value of the economy.
(2) Cultural, human and social development achieves very important and progressive results; social security and people's lives are increasingly improved.
Fuller understanding of the role and importance of culture in sustainable development. Institutions, policies and investment resources for cultural development are strengthened. The system of cultural institutions is concerned with building and promoting. Cultural activities, cultural products, and arts are increasingly diverse and rich. Cultural industry, cultural services, and cultural markets are gradually developing. International integration in culture is increasingly expanded. The National Target Program on Cultural Development for the period 2025 - 2035 has been developed and implemented.
The Party and State's guidelines and policies on comprehensive human development are increasingly complete, focused and substantive. The discovery, attraction, training, and valuation of talents have initially had positive changes. The Human Development Index (HDI) has improved significantly, increasing by 14 places, reaching 0.766 points, belonging to the group of countries with high human development. The 2025 Happiness Index ranked 46/143 countries, up 33 places compared to 2021.
Fundamental and comprehensive innovation in education and training has achieved some important results. The content and methods of education and training have been innovated; the quality of education and training at all levels of education has been improved. International cooperation in education and training continues to be expanded. In particular, tuition fee exemption and support have been implemented for preschool children, general education students, and learners of general education programs in the national education system. The policy of investing in building inter-level boarding schools in land border communes has been early implemented.
Science, technology, innovation and digital transformation continue to be identified as development drivers. Scientific and technological institutions are focused on innovation, completion and more synchronous development; scientific and technological potential is strengthened. International integration in science and technology is promoted; innovation and development of the startup ecosystem are encouraged.
Economic growth is more closely linked to ensuring social progress and justice; resources have been prioritized for social security and human development. People's material and spiritual lives have been clearly improved. Social policies, ethnic and religious policies, policies for people with meritorious services, policies for overseas Vietnamese... continue to be improved and implemented with much progress. Social security is increasingly guaranteed; social welfare is increasingly improved. Sustainable poverty reduction policies and solutions are implemented synchronously and effectively in the spirit of "leaving no one behind". The multidimensional poverty rate decreased from 4.2% in 2022 to 1.3% in 2025. Promote the implementation of the Project to invest in building at least 1 million social housing apartments; establish the National Housing Fund. By September 2025, complete the elimination of temporary and dilapidated houses nationwide. The number of people receiving regular social assistance has been expanded, reaching over 3.5 million people in 2025, of which 55% are elderly people.
The health system and people's health care have made positive progress, quality has been improved, diseases have been well controlled, and many advanced medical technologies and techniques have been mastered. Focus has been placed on implementing the open-line regime for medical examination and treatment under health insurance. Private healthcare continues to develop. The coverage rate of health insurance increased from 90.9% in 2020 to 95.2% in 2025. The average life expectancy and health index of people nationwide have improved, in 2025 the average life expectancy from birth is 74.8 years, and the number of healthy living years is about 67 years.
(3) National defense and security are constantly being consolidated and strengthened; foreign relations and international integration have been elevated, achieving many outstanding results.
Closely and effectively combine the two strategic tasks of building and protecting the Fatherland, maintaining a peaceful and stable environment for national development. National defense and security continue to be strongly strengthened in terms of both potential, force and posture. The all-people national defense, the all-people national defense posture, the people's security posture, and the people's security posture are increasingly consolidated; closely linked with the solid people's heart posture, especially in key strategic areas, border lines, and islands.
Focus on investing in and building a revolutionary, regular, elite, and gradually modern People's Army and People's Police, some military branches, armed services, and forces moving straight to modernity; basically completing the adjustment and arrangement of the Army and Police organization to be lean, compact, and strong. National defense and security industry is invested in and developed, with breakthroughs, ensuring dual-use and modernity. Building a strong reserve force; strong and widespread grassroots militia and self-defense forces. Decisively handling many issues and key and complex security targets that have lasted for many years. Proactively deploying research and forecasting work to correctly forecast the situation, promptly proposing guidelines and countermeasures to handle situations well, not to be passive or surprised; preventing the risks of war and conflict, protecting the Fatherland from early and far; responding more and more effectively to traditional and non-traditional security challenges, especially rescue and relief missions, and disaster and epidemic prevention and control. Maintaining national sovereignty. Promote international integration and foreign affairs in defense and security; actively and effectively participate in United Nations peacekeeping operations.
Foreign affairs has actively and effectively promoted its pioneering role, contributing to maintaining and consolidating a peaceful and stable environment, opening up an unprecedented new situation for national development. Party foreign affairs, state diplomacy, and people-to-people diplomacy have been comprehensively and synchronously implemented, achieving many outstanding results; relations with countries and partners have become deeper, more stable, and more sustainably developed, especially upgrading and deepening comprehensive strategic partnerships with major countries and important partners. Promoting the advantages of diplomatic methods well. Comprehensive and deep international integration has been proactively and actively implemented in all fields. Effectively implementing free trade agreements, proactively participating in a number of economic linkage initiatives, and new economic cooperation frameworks. Cultural diplomacy, foreign information, and work with Vietnamese people abroad have been implemented more actively and substantively.
(4) Building and rectifying the Party and the political system has achieved many very important achievements, with outstanding and unprecedented breakthroughs
Party building work in politics continues to be focused on and strengthened; persistently, maintaining and promoting the four determinations, improving the Party's political bravery, intelligence, pioneering spirit, leadership capacity, ruling power, and combat strength. The work of fighting to prevent and repel degradation in political ideology, morality, lifestyle, "self-evolution", and "self-transformation" within the Party has achieved many positive results.
Party building work on ideology continues to be strongly innovated, going deeper, contributing to raising awareness, strengthening solidarity and unity within the Party and the political system. There have been many innovations in organizing research, learning, thoroughly grasping, propagating, and implementing Party resolutions. The work of summarizing practice and studying theory is valued, closely linked to policy orientations. The system of theory on the renovation guidelines, on socialism and the path to socialism in Vietnam continues to be improved. The work of education, training, and fostering on ideology and political theory has many innovations. The work of protecting the Party's ideological foundation, fighting against wrong and hostile views has been implemented drastically, synchronously, and effectively.
Party building work on ethics is particularly valued. Promoting revolutionary ethical standards and promoting the exemplary responsibility of cadres and party members, the higher the position, the more exemplary it must be, especially the head. The work of educating, fostering, studying and following Ho Chi Minh's thought, ethics, and style associated with the implementation of Party regulations on building a contingent of cadres and party members has been widely and effectively deployed.
Mass mobilization work has been strengthened, contributing to tightening the close relationship between the Party and the People. Focusing on dialogue, listening to opinions, promptly resolving pressing issues and legitimate recommendations of the People, promoting the role of the People in participating in building the Party and the political system, contributing to consolidating the People's trust in the Party.
Party building work on organization has been implemented drastically, strongly, comprehensively and synchronously. The work of building grassroots Party organizations and improving the quality of Party members has been concerned with specific, substantive, and effective leadership and direction. Party building and development of Party members in private enterprises and ethnic minority, religious, border, and island areas, among students have been strengthened, basically eliminating the situation of "white" Party members in villages and hamlets. The work of managing, reviewing, and screening Party members is being implemented more and more seriously, strictly, and in accordance with regulations. Conducting Party membership card renewal throughout the Party, improving the effectiveness of Party member management work.
Party building work on cadres is particularly focused on, with many innovations contributing to comprehensively building the contingent of cadres at all levels, especially strategic-level cadres. Especially, for the first time, the allocation of 100% of provincial party secretaries, city party secretaries, chairmen of provincial and centrally-run city People's Committees, chairmen of provincial and commune-level inspection committees who are not local people was completed. Policies and solutions on cadre work were promptly institutionalized and concretized; the amendment and promulgation of a system of regulations on cadre work were comprehensively and synchronously implemented with many new and breakthrough contents, applied for the first time, ensuring synchronicity, transparency, and tightness. The work of handling cadres who violate Party discipline and State law, especially for some high-ranking leaders, including key leaders, has been directed closely, strictly, and promptly, and at the same time quickly consolidated replacement personnel, affirming the political bravery, high strength of solidarity and unity throughout the Party, along with the determination to build our Party truly clean and strong. Internal political protection work has been concerned with leadership, direction and serious, cautious, regulated and increasingly regular and regular implementation.
The work of inspection, supervision, and Party discipline has been strengthened, regularly, and strictly, achieving many outstanding results. Closely linking the work of inspection, supervision, and Party discipline with self-criticism, criticism, and compliance with the law. The Party's leadership and ruling methods towards the State, the Fatherland Front and socio-political organizations have had many innovations, effectiveness, and efficiency. The Party Central Committee, the Politburo, and the Secretariat have led and directed the implementation of many tasks and solutions to remove bottlenecks and obstacles, respond quickly, very promptly, and effectively to difficult and complex situations, unprecedented, which have been agreed and highly appreciated by cadres, party members, and the people.
The construction and completion of the socialist rule-of-law State of Vietnam by the People, by the People and for the People under the leadership of the Communist Party of Vietnam is increasingly drastic, comprehensive, and synchronized. The national administration has been reformed in a professional and modern direction. The right to mastery of the People has been fully promoted; caring for and protecting the legitimate and lawful rights and interests of the People. Grassroots democracy, direct democracy and representative democracy have been promoted, and the quality of supervision and social criticism has been improved.
In particular, the revolution in arranging the organizational structure of the political system in a streamlined, strong, efficient, effective, and efficient direction has achieved breakthrough results.
The renovation and completion of the organizational structure and improvement of the operational efficiency of the political system have been continued to be focused on by the Central Government and Party committees and Party organizations at all levels, achieving very important results. Especially from October 2024, inheriting the results of implementing Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee, with strategic vision and highest political determination; with the method of organizing and implementing drastically, consistently, publicly, democratically, scientifically, steadfastly in the set goals and requirements, in accordance with the principles, Party Charter, Constitution, and laws; the Party Central Committee, Politburo, and Secretariat have led and directed Party committees at all levels, sectors, agencies, units, and localities to promote the spirit of dynamism and creativity, and have completed ahead of schedule by 5 years the tasks and objectives set out by Resolution No. 18-NQ/TW until 2030. In which, some outstanding results are: (1) The organizational structure of agencies of the Party, State, Fatherland Front, socio-political organizations, armed forces, non-business units, state-owned enterprises from central to local levels has been rearranged and reorganized synchronously, streamlined, effective, and efficient; reducing agencies and units directly under the Central Government, provincial level, internal focal points and staffing on a large scale, contributing to saving very large recurrent expenditures, increasing development investment and social security expenditures. (2) Merging provincial-level and commune-level administrative units, not organizing district-level administrative units, unifying the operation of the 3-level administrative system (Central, provincial, commune). (3) Promulgate synchronously guidelines, policies, and regulations of the Party, laws of the State, regulations of the Fatherland Front, and mass organizations on functions, tasks, organizational structure of agencies and organizations, and regimes and policies for cadres, civil servants, public employees, and laborers affected in the implementation of organizational structure arrangement and staff streamlining, creating a solid political and legal basis for full and timely implementation, meeting the requirements of the actual situation.
The arrangement and streamlining of the organizational structure has been implemented comprehensively, thoroughly and synchronously throughout the country on a large scale: Not organizing Party delegations, Party committees but replacing them with Party committees; reducing 34.9% of centrally-run focal points; reducing 46% of provincial-level administrative units, 66.9% of commune-level administrative units; for the first time since 1945, our country has reduced one administrative level (not organizing district-level), implementing local government at 2 levels. Completing the construction of job positions suitable to the functions and tasks of each agency and organization as a basis for determining, assigning and managing the payroll of the political system in the period 2026 - 2031; decentralizing payroll management to Party committees directly under the Central Government. The results achieved in the past time demonstrate the determination to fundamentally and strongly reform the organizational structure of the political system of our Party and State; has affirmed the breakthrough and innovation in thinking in leadership, direction and organization of implementation, truly a revolution, "rearranging the country's internal affairs". After arranging the organizational structure and administrative units, it has opened up a space and long-term vision for national development; the guidelines, policies of the Party and the State are organized faster and more timely, ensuring the comprehensive and absolute leadership of the Party over the political and social system; strengthening the effectiveness, efficiency, and management capacity of local authorities, the responsibility of heads is emphasized; gradually improving the functions, tasks, and organizational model of commune levels, reducing intermediate levels, shortening the process of handling work, reducing budget expenditures, and the time of people and businesses; commune-level officials gradually catch up with the volume and intensity of work in the new period, shifting from administrative management models to development-creating models, serving the People, promoting national governance, local governance, meeting the set goals and requirements, truly close to the people, close to the grassroots level, serving the people better; removing bottlenecks, unlocking resources, creating space for mobilizing resources to implement the Party's policies.
Achieving the above results primarily stems from the continuous and persistent efforts of the entire Party, people and army throughout many terms; is the result of the Party's correct and creative guidelines, policies, and strategic decisions in this term, prominently demonstrating the intelligence, bravery, enthusiasm, leadership and initiation core role, creating motivation, development orientation and directing the Party's organizational implementation in accordance with the reality of the country and the trends of the times; is the result of the solidarity, unity and wise, synchronous, drastic, and effective leadership and direction of the Party Central Committee, Politburo, Secretariat, headed by the General Secretary and Party committees and organizations at all levels; is the result of the sensitive, drastic, and effective management and administration of the Government, Prime Minister and authorities at all levels; the effort to innovate the content and methods of operation of the National Assembly and People's Councils at all levels; the active and effective participation of the Vietnam Fatherland Front, the Party Central Committee, the Party Central Committee, the Party Central Committee, the Party Central Committee, the Party Central In particular, it is the achievement of our Party having awakened and promoted the tradition of patriotism, self-reliance, self-strengthening will, creative labor spirit, responsibility, determination and aspiration for development of the entire People, combining national strength with the strength of the times, creating a great overall strength for the cause of building, developing the country and protecting the Fatherland.
2. Limitations, weaknesses
The completion of the market economy institution is still slow, not solving well the relationship between the State, market, and society in a socialist-oriented market economy. Some laws, mechanisms, policies, regulations, and administrative procedures are still contradictory, overlapping, and unsynchronized, hindering development. Economic growth is still below potential, not reaching the set target. Productivity, quality, efficiency and competitiveness of the economy are still low; the average 5-year labor productivity growth rate reached 5.3%, lower than the set target, and the capital utilization coefficient (ICOR) is still high (6.4). Innovation of growth models associated with economic restructuring is still slow. Capacity and technological level are still weak, lacking basic industries and strategic technologies to drive economic growth. Science, technology and innovation have not become the main driving force for industrialization, modernization and development of the country. Infrastructure is not synchronized, still weak, and lacks infrastructure. The clearing, mobilization and allocation of development resources are still limited.
Environmental pollution has not been effectively controlled, and some aspects are even more serious, especially the environment in large cities, industrial parks, industrial clusters and craft villages. The capacity of functional agencies in responding to and minimizing the harmful effects of natural disasters and climate change has not met the requirements. The management and use of resources, minerals, especially land and water sources, is not highly effective.
Culture has not really become a resource, endogenous strength and strong driving force of development. The national value system, cultural value system, family value system and standards of Vietnamese people are slowly clarified. No synchronous establishment of mechanisms, policies, and social environment necessary for the comprehensive development of people, high-quality human resources and the valuation of talents. Investment in culture is still low and spread out. Cultural industry, cultural services, and tourism have not developed commensurate with their potential. The cultural market is slow to develop. The cultural environment is not really healthy; social ethics still shows signs of degradation. The management of some cultural, religious, and belief activities is still inadequate and shows signs of being lax. Opportunities to access and the level of enjoyment of cultural development achievements are still disparate between regions, regions, and people.
The implementation of fundamental and comprehensive renovation of education and training is not synchronized, lacks systemicity, and still has many inadequacies. The implementation of socialization in education and training shows signs of deviation. The quality of education and training, especially education on qualities, personality, and profession, and higher education, is slow to improve. Education and training in remote, isolated, and ethnic minority areas still face many difficulties; regimes and policies for teachers are still inadequate.
Mechanisms and policies for science, technology and innovation development still have some bottlenecks and obstacles. Mechanisms, policies, investment resources, financial management in science and technology and preferential treatment for intellectuals are not suitable. The science and technology market is slow to develop. Some strategic and spearhead science and technology industries are still developing slowly. Enterprises have not really played the role of the center of the national innovation system.
Management of social order and safety still has shortcomings. Social security, human security, and social welfare have not been firmly ensured. The situation of counterfeit and poor quality goods continues to be complicated. Population and development policies have not kept up with practical requirements. The gap between rich and poor tends to increase. Some issues of digital society are slowly identified and lack timely handling mechanisms. Transportation infrastructure, electricity, and water in remote and isolated areas, and ethnic minority areas are still difficult. Medical services are still limited, especially grassroots healthcare and preventive medicine.
The work of organizing the implementation of Party resolutions, policies and laws of the State has many innovations and good practices, but has not kept up with the requirements of breakthrough development of the country. The leadership role of some Party committees at all levels is still limited. Political and ideological education work is sometimes, in some places, not close to reality, lacking depth. Cadre work still has some shortcomings, especially cadre evaluation; power control in cadre work is still limited. Some organizations, agencies, and units at the commune level after arrangement, operating according to new functions, tasks, and authority in the early stages still face difficulties and confusion, especially administrative agencies and mass organizations. The work of building Party organizations, managing and developing Party members still has some shortcomings, notably remote and isolated areas, ethnic minority and religious areas and non-state areas. A part of cadres and party members, including high-ranking cadres, lack self-cultivation and training, are not exemplary, show signs of shirking, avoidance, do not dare to do, do not dare to innovate and create, fade ideals, decline in political ideology, morality, lifestyle, violate party discipline, violate things that party members are not allowed to do, violate the law. The work of fighting and preventing corruption, wastefulness, and negativity still faces many difficulties and major challenges. Building a socialist rule-of-law state still has limitations. The assignment and coordination between state agencies in exercising legislative, executive, and judicial powers is not clear and not tight; the effectiveness and efficiency of controlling state power is not high. The legal system is not synchronized, there are still some overlapping and contradictory regulations that are not suitable for reality; the organization of law enforcement is still not good, and administrative procedure reform still has many obstacles. The receipt and resolution of petitions from people and businesses at some ministries, branches, and local authorities is still slow and not satisfactory, causing prolonged frustration.
The activities of supervision, social criticism, and protection of people's rights of the Fatherland Front and socio-political organizations are still confused and of low quality. The people's right to mastery has not been fully institutionalized, and sometimes, in some places, it is still violated.
Mechanisms, policies, and laws on national defense and security are not yet complete. Ensuring national defense and security associated with socio-economic development in some fields and localities has not been given due attention. Investment in building defense areas in some localities is not commensurate with socio-economic development. Grassroots security assurance work still has loopholes, still allows incidents to occur causing insecurity and disorder; still loses vigilance in the face of conspiracies and sabotage activities of hostile forces; the work of fighting and ensuring network safety and security still faces many difficulties and challenges.
The implementation and organization of international commitments and agreements that have been signed is slow. The combination of foreign affairs, integration with socio-economic development, defense, and security still has limitations.
The above limitations and weaknesses have objective causes due to: The international context changes very quickly, many difficulties and challenges, complex developments, beyond forecasts; the heavy impact of the Covid-19 pandemic, natural disasters and climate change; the drastic sabotage of hostile and reactionary forces... However, subjective causes are still the main ones. That is due to limited awareness, leadership, management, and administration capacity of some Party committees, authorities, and leaders of some agencies, organizations, and heads; many weaknesses and inadequacies that have accumulated and accumulated from before have not been thoroughly addressed, causing prolonged consequences. The institutional system has not developed synchronously, becoming a "bottleneck of the bottleneck". A part of officials is not truly on par with their tasks. Situation forecasting capacity, thinking and strategic vision are still limited; "term thinking", "group interests" have not been thoroughly overcome; the "supervisory" role of officials and employees has not been effectively promoted. These are issues that need to be focused on overcoming and soon resolved thoroughly to create a foundation and conditions for the cause of building and developing the country and protecting the Fatherland in the new period.
Overall assessment, after 5 years of implementing the Resolution of the 13th National Congress, in the context of many difficulties and challenges, but with strong efforts, our country has achieved very important, comprehensive, breakthrough results, many outstanding bright spots, basically completing the main goals and targets set out. The potential, resilience and adaptability of the economy have been improved, creating momentum for rapid growth for the next period. In particular, at the end of the term, many revolutionary strategic decisions were issued and implemented drastically, synchronously, and highly effectively. The results of renovation, arrangement, and streamlining of the organizational structure and administrative units have achieved many strategic goals, truly a revolution of historical significance, showing that this is a very correct policy, implemented promptly, urgently, drastically, and effectively, creating positive changes, supported and agreed upon by cadres, party members, and people, and highly appreciated by international public opinion. The economy overcame many difficulties and challenges, ensuring macroeconomic stability, maintaining a fairly strong growth momentum. The independence, sovereignty, unity, and territorial integrity of the country were maintained; politics and society were stable; national defense, security, order, and social safety were ensured. The peaceful environment was maintained; foreign affairs and international integration were expanded, elevated, and deepened; Vietnam's position and prestige in the international arena were increasingly enhanced. The fight against corruption, wastefulness, and negativity was implemented drastically and comprehensively, achieving many very important results, which were agreed upon, responded to, and trusted by cadres, party members, and people. Human development, culture, and society made many advances; the material and spiritual life of the people continued to improve and continuously improved; the strength of the people and the great national unity bloc was promoted, and social consensus was strengthened and consolidated. Globalization and economic integration are still progressing, despite facing many new difficulties and major challenges; protectionism, imposed tariff policies, the risk of trade war goes hand in hand with the trend of adjusting the global production and supply chains. International law and multilateral institutions continue to be important methods in preventing and resolving global issues, peace, disputes, and conflicts, but are facing many major obstacles. Global challenges continue to adversely impact the security and development of all countries, including Vietnam.
The Fourth Industrial Revolution continues to develop strongly and deeply impact all fields. New production forces, especially high technology and artificial intelligence, are developing unprecedentedly. The trend of strategic autonomy, economic competition, promoting green transformation, digital transformation, energy transformation, structural transformation and quality of human resources... is increasingly being concerned and promoted by countries.
The Asia-Pacific and Indian Ocean regions continue to be dynamic development centers, but also key strategic competition areas between major countries. Territorial, maritime, and island sovereignty disputes, including the East Sea, continue to be complex, posing a risk of conflict. ASEAN continues to strengthen cooperation and linkages, implement the Community Vision 2045, and strive to affirm its central role in the regional structure, but is facing many new challenges both internally and externally.
Domestic context
After 40 years of renovation, the country's structure, potential, position and international prestige have been elevated, which is an important foundation for the country to rise in the new era. The role, content, and methods of leadership and rule of the Party are increasingly being innovated and enhanced; the ideological and theoretical foundation has been supplemented and comprehensively developed. The fight against corruption, wastefulness, and negativity continues to be promoted and achieves many outstanding results. The socialist rule-of-law state of Vietnam is increasingly perfected, the capacity to manage and the efficiency of state management are improved. The revolution in streamlining the organizational structure of the political system along with strategic decisions: Innovation, building and implementing laws; breakthroughs in science and technology development, innovation and national digital transformation; private economic development; international integration; breakthroughs in education and training development; care and improvement of people's health... is opening up historical opportunities, a turning point for the country's strong development in the new era.
However, in the next 5 years, our country will face many difficulties and challenges, with some aspects being harsher and heavier than the previous period. Socio-economic development is not sustainable. The four dangers pointed out by the Party have been gradually overcome, but some aspects are still developing complicatedly. The overwhelming risk is the risk of lagging behind, especially in technology and falling into the middle-income trap. Development thinking has not kept up with world development trends, policy responses are not timely, slow to adjust and synchronously complete development institutions, not meeting the requirements of rapid and sustainable development of the country in the new period. Population aging is happening faster than forecast. Climate change, natural disasters, and epidemics are becoming increasingly severe. Corruption, wastefulness, and negativity in some fields are still developing complicatedly and seriously. Hostile and reactionary forces continue to carry out many tricks and plots to oppose our Party, State and regime. The cause of protecting independence, sovereignty, unity, territorial integrity, especially protecting sovereignty, sovereign rights, jurisdiction and national interests in the East Sea, protecting the Party, State and regime, protecting national sovereignty and security in cyberspace, and water security still faces many challenges.
The world is undergoing timely changes, creating many advantages, opportunities and difficulties, major challenges intertwined; domestically, strategic decisions of revolutionary nature are being implemented, posing many new issues and very high new requirements; at the same time, this is also a new turning point, a new opportunity of historical significance for the cause of building, developing the country and protecting the Fatherland in the era of national rise.

XV - KEY TASKS AND STRATEGIC BREAKTHROUGHS
1. Key tasks
(1) Focus on prioritizing the synchronous construction of development institutions, focusing on the legal system, mechanisms, and policies to promptly and thoroughly remove bottlenecks and obstacles, promote innovation, ensure synchronization and harmony between growth and development; between economy, society, environment and national defense, security, and foreign affairs; between innovation and institutional improvement with key and comprehensive transformations in all fields, in accordance with the 3-level government model, meeting the requirements of rapid and sustainable development of the country in the new era.
(2) Continue to promote the building and rectification of the Party and the political system to be clean and comprehensively strong; synchronously innovate methods and improve self-innovation and self-improvement capacity to enhance the effectiveness and efficiency of the Party's leadership and ruling over the State and society, especially building a socialist rule-of-law state. Effectively deploy the organization of the political system apparatus according to the new model to ensure smooth operation, meeting the requirements of rapid and sustainable national development tasks. Continue to strongly innovate cadre work to ensure substance and effectiveness, especially the work of appraisal and evaluation of cadres. Build a contingent of cadres at all levels who are truly virtuous and talented, constantly innovate and be on par with their tasks. Strengthen control of power in the Party and State; continue to promote the fight against corruption, wastefulness, bureaucracy, and negativity; consolidate the people's trust and attachment to the Party, State, and socialist regime.
(3) Promoting the development of a modern socialist-oriented market economy, international integration, meeting the requirements of developing new production forces; developing the state economy to truly play a leading role, developing the private economy as the most important driving force of the economy; establishing new growth models, restructuring the economy, promoting industrialization and modernization, taking science, technology, innovation and digital transformation as the main driving forces, associated with ensuring macroeconomic stability, improving productivity, quality, efficiency, added value and competitiveness of the economy. Promoting the development of production forces and new production methods, focusing on developing the digital economy, green economy, circular economy, building a digital society, friendly to the ecological environment.
(4) Focus on deploying breakthroughs in science, technology, innovation and digital transformation to create a foundation for the development of new, modern production forces, prioritizing the development of a number of strategic industries and technologies, focusing on semiconductor chips and artificial intelligence; promote training and use of high-quality human resources, creating a key driving force to improve productivity, quality, efficiency, added value, and competitiveness of products, businesses and the economy.
(5) Develop human resources, develop culture to truly become a foundation, endogenous strength, and great driving force for the rapid and sustainable development of the country. Build a modern national education system, on par with the region and the world, focusing on improving the quality of education and training. Continue to innovate social management methods and sustainable social development management; well resolve social policies, ensure security, social security, safety, and people's safety, especially policy beneficiaries, vulnerable groups, and the labor force in the informal sector, in accordance with Vietnam's conditions.
(6) Continue to build the People's Army and People's Police forces to be revolutionary, regular, elite, and modern, firmly protecting the independence, sovereignty, unity, and territorial integrity of the country's sea and islands. Promote the synchronous, creative, and effective deployment of foreign affairs work; raise and promote the role of Party foreign affairs, state diplomacy, and people's foreign affairs in creating a peaceful, stable, friendly, and cooperative environment, creating a favorable environment for national development.
2. Strategic breakthroughs
The strategic breakthroughs identified in the Document of the 13th Party Congress are of guiding value for the entire period 2021 - 2030, but to meet the requirements of rapid and sustainable development of the country, in the 2026 - 2030 term, focus on the following key contents:
(1) Strong breakthrough in development institutions, improving the capacity to plan and organize the implementation of the Party's guidelines and policies, and the State's laws to unlock, liberate and effectively promote all resources; promote decentralization and delegation of power in management and development administration between the Central Government and localities, promote the role of local autonomy and self-responsibility; promote breakthroughs in science, technology, innovation and digital transformation to serve and create development; develop the state economy to truly play a leading role, promote private economic development; build a new startup ecosystem; develop new production forces, new production and business models and methods.
(2) Focus on restructuring and improving the quality of human resources, developing high-quality and highly qualified human resources; promote attracting and valuing talents; encouraging and protecting dynamic and creative cadres who dare to think, dare to do, dare to take responsibility for the common good. Strongly innovate cadre work, ensuring objectivity, democracy, substance, and efficiency, especially the work of appraising and evaluating cadres in accordance with the policy of "there is input, there is output", "there is ups and downs". Build a contingent of leading and managing cadres at all levels of the political system, especially strategic and grassroots-level cadres who are truly typical, have advanced thinking and management capacity, suitable to the new organizational model and breakthrough development requirements of the country.
(3) Continue to synchronously complete and make strong breakthroughs in building socio-economic infrastructure; especially multimodal transport infrastructure, technology infrastructure serving the management, administration and development creation process, infrastructure serving digital transformation, green transformation, energy transformation, adaptation to climate change, cultural, educational, and sports infrastructure.
