Implementing Resolution No. 42-NQ/TW dated November 24, 2023 of the Party Central Committee on continuing to innovate and improve the quality of social policies, meeting the requirements of the cause of building and protecting the Fatherland in the new period and Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health; based on the Trade Union Law and relevant legal documents; the Presidium of the VGCL has just issued Resolution No. 13/NQ-ĐCT on supporting union members and workers suffering from dangerous diseases and occupational diseases (Resolution).
The content of the Resolution states: Set aside trade union financial resources from the VGCL of 100 billion VND to support long-term care for union members and workers suffering from dangerous diseases and occupational diseases.
Extracting a part of this funding to implement the program "Gifts from the 14th Vietnam Trade Union Congress" to support union members and workers before and immediately after the Congress.
The remaining part is assigned to the Golden Heart Charity Fund, Lao Dong Newspaper in coordination with the Trade Union Working Committee to study and develop a Project to form a long-term support fund for union members and workers suffering from dangerous diseases and occupational diseases in the 2026-2031 period, and report to the Standing Committee of the Presidium for consideration and decision.
Support subjects in the program "Gifts from the 14th Vietnam Trade Union Congress" (program) include union members and workers suffering from the following diseases: People with cancer of all kinds undergoing treatment; people with chronic kidney failure requiring periodic hemodialysis; people with occupational diseases as prescribed by law, currently the disease tends to progress, is difficult to treat completely, and has long-term effects on health and ability to work; people with diseases causing collagen disorders such as lupus erythematosus, severe psoriasis who are undergoing prolonged and difficult-to-control treatment; tuberculosis (drug resistance, severe); other serious diseases...
The program prioritizes newly diagnosed or treated subjects within 12 months from the time of detection to the time of requesting support; union members and employees who have not received any allowances for serious illnesses or occupational diseases from trade union levels; subjects who have only received 1 allowance; subjects who have received support 2 or more times but the total amount received is less than 5 million VND.
Support level of 1,000,000 - 2,000,000 VND/person for cases of dangerous diseases, occupational diseases and difficult circumstances.
The number of people supported does not exceed the number of Trade Unions in localities and sectors that have reviewed and statistically sent reports to the VGCL. Each union member and worker is only entitled to support once.
The method of implementing support includes: Transferring support money through a social security account on VNeID according to the guidance of the Ministry of Public Security. Union members and employees after receiving the money are responsible for reporting back to the grassroots trade union; grassroots trade unions report to the provincial and city labor federations, central and equivalent industry trade unions, and general corporation trade unions directly under the Vietnam General Confederation of Labour. Provincial and industry trade unions are responsible for verifying specific cases (if any) and reporting general results to the Vietnam General Confederation of Labour.
In case of force majeure, it is impossible to transfer money through a social security account on VNeID, then transfer money through a personal account or cash.
Selecting a number of subjects to organize visits, encouragement and giving gifts in kind directly at homes, boarding houses, hospitals where they are being treated or at emulation launching points after the Congress.
The implementation period is from the date the Resolution takes effect until the end of June 30, 2026.
