Article 1. Subjects and conditions for joining the Vietnam Trade Union
- It is proposed to put the phrase "enterprise" first, because this is the main gathering object of the Vietnam Trade Union in the current period. Point a, clause 1 is rewritten as: "Workers who are Vietnamese citizens working in enterprises and units that do not receive 100% salary from the State budget...".
- Proposing to remove the conditions in point 2. d - Not being an organizational member of employees at the enterprise. Employees can participate in many representative organizations to protect their rights and interests.
Article 3. Procedures for joining the Vietnam Trade Union, membership card and transferring trade union activities
It is proposed to add 01 clause on no longer being a trade union member, which includes the following contents:
+ Of course: Retirement, termination of labor contract without signing labor contract with the new workplace (for a certain period of time).
+ No more due to will: Please come out, do not pay union dues, do not participate in trade union activities, do not perform union member duties...
In addition to regulations on joining and transferring activities... it is necessary to supplement regulations on terminating and terminating union members to determine the legal time for terminating the status of union member.
Article 4. Trade union officials
In Clause 1, Clause 2 Article 4: It is necessary to add the subjects of trade union officials in Clause 1, full-time trade union officials in Clause 2 who are employees of enterprises assigned or assigned to be full-time trade union officials and are agreed by the Trade Union organization. Because in reality, there are many employees assigned to regularly undertake work in the Trade Union organization, but do not hold positions from deputy head of the trade union group or higher.
Article 7. Principles of organization and operation
It is proposed to supplement the principle: "All trade union activities must originate from the needs of workers, decided by workers themselves through their own trade union organizations" to concretize the principle of voluntary establishment of workers' trade unions, in accordance with the wishes and needs of workers.
Article 14. Trade union standing committees at all levels
- At point b, clause 5: It is proposed to reconsider the regulation "when there is a vacancy of a trade union president of which level, elect among the vice presidents of that level" in the direction of electing among the members of the standing committee of that level's trade union.
- Clause 6: In addition to the Standing Committee of the Vietnam General Confederation of Labour, the Labor Federation of provinces and cities, central industry trade unions, economic group trade unions, and general corporation trade unions directly under the Vietnam General Confederation of Labour, it is proposed to supplement additional contents of the Standing Committee of the Trade Union specifically to be consistent with Chapter IV.
