Taking results as a measure of operational efficiency
The plan aims to concretize the specific activities and practical direction in the Speech of General Secretary To Lam at the 1st Congress of the Fatherland Front Party Committee (FPA), Central organizations, term 2025-2030 in the organization and operation of the Vietnam Trade Union system.
The Vietnam General Confederation of Labor requires a plan to concretize the direction of General Secretary To Lam in all aspects of work but with focus and key points, focusing on the task of representing, caring for, and protecting the rights of union members and workers; creating clear changes, changing thinking and working methods; the results must be measured through the opportunities to enjoy benefits from the organizations of union members and workers and their constantly increasing level of satisfaction.
According to the plan, the tasks are regular and continue to promote implementation, including: Propaganda, mobilization, and education of union members and workers; development of union members, establishment of grassroots unions; representation, care for, and protection of the legitimate and legal rights and interests of union members and workers; organization and launch of patriotic emulation movements among workers.
Regarding the task of continuing to innovate the method of leading and directing trade union activities, the Vietnam General Confederation of Labor requires trade union officials at all levels to seriously and effectively implement "3 approaches": Near workers, near the grassroots, near digital space; "3 must": Must listen, must dialogue, must be exemplary, must be responsible, must report results; "4 no's): not formal, not avoidable, not pushing, not doing wrong functions.
Strengthen inspection, supervision, reward - strict discipline, no excuses for replacement, no avoiding conflicts, no chasing achievements. Implement the motto: Less meetings; more work and actions; fewer slogans, more results; fewer procedures, more smiles from workers.
Promoting stable income and living conditions for workers
The plan outlines key projects and plans to concretize the direction of General Secretary To Lam. In particular, the Project "Union participates in developing new productive forces, promoting stable income for workers" aims to contribute in theory and practice in developing new productive forces during the Industrial Revolution 4.2; propose solutions to promote stable income, enough to live on for workers. The completion time is December 2026.
The project "Union promotes the construction of a culture of labor safety at the workplace in the period of 2025 - 2030" aims to promote the role of unions at all levels and workers in building and practicing a culture of safety in labor, production, at the workplace, with completion time in November 2025.
The Vietnam General Confederation of Labor also plans to organize a dialogue between the Vietnam General Confederation of Labor and the Japan Business Association and the Korean Business Association in Vietnam in 2025; a plan to train and foster trade union officials on knowledge and skills in collective bargaining for the period 2026 - 2031; develop and promulgate a Resolution of the Presidium of the Vietnam General Confederation of Labor on "Improving the quality of participation in building policies and laws of trade union organizations in the new situation".
In addition, the plan to implement trade union institutional projects for the 2026 - 2030 period; regulations on the meeting regime at the Vietnam General Confederation of Labor; regulations on the regime of going to the grassroots of the Vietnam General Confederation of Labor cadres.
The Vietnam General Confederation of Labor assigned the Labor Relations Department as the standing unit, presiding over and coordinating with departments, localities and units to advise the Presidium of the Vietnam General Confederation of Labor to deploy, guide and urge the implementation of the Plan. Committees and units according to their functions and tasks coordinate with the Labor Relations Department to effectively, substantially and comprehensively implement the tasks and solutions set out in the plan; be responsible to the Presidium of the Vietnam General Confederation of Labor for the implementation results of their departments and units.
The Provincial and Municipal Labor Federations, Central Industry Trade Unions, Economic Group Trade Unions, and General Corporation Trade Unions under the Vietnam General Confederation of Labor shall, based on the plan of the Vietnam General Confederation of Labor, develop an implementation plan in accordance with their localities and units.
