Sir, what are the key goals identified throughout the 2025-2030 term?
- The Congress has identified 5 key objectives throughout the term:
One is to consolidate the organizational structure in a streamlined direction, suitable to the 2-level local government model, improving the quality of operation of the Trade Union of communes, wards and grassroots trade unions, especially in non-state-owned enterprises.
Two is to fully promote the representative role, taking the protection of the legitimate and lawful rights and interests of workers as an effective measure, focusing on dialogue, negotiation, and improving salaries, working conditions and hours, and spiritual life.
Third, develop union members associated with improving quality; focus on establishing grassroots trade unions in non-state sectors, building organizations that are truly a support for workers.

Fourth, strongly innovate propaganda, mobilization, and application of digital transformation in management, operation and service provision. Timely grasp the thoughts and aspirations of union members and workers.
The fifth is to improve the quality of Trade Union officials, ensuring sufficient bravery, intelligence, and skills; contributing to building a strong working class and a team of workers, civil servants, and laborers in Gia Lai, meeting new requirements.
What breakthrough solutions to improve operational efficiency and care for union members and workers in the new term?
The Resolution of the 1st Gia Lai Provincial Trade Union Congress, term 2025-2030 has identified three groups of breakthrough solutions:
- First, breakthroughs in representation, dialogue and collective bargaining. We focus on improving the bargaining capacity of officials; organizing a model of increasing dialogue - increasing bargaining - increasing benefits; supporting the signing of quality collective labor agreements, focusing on salaries, income, working conditions, occupational safety and health. At the same time, implementing the "3 cares" program - care according to aspirations, care for occupational safety and health and care for grassroots trade union officials of non-state enterprises.

The second is a breakthrough in developing union members and consolidating grassroots trade unions. The method of mobilization will be innovated, based on the benefits of union members to attract and retain union members. The Trade Union organization of communes and wards continues to be consolidated according to the new model.
Third is the breakthrough in innovating operating methods and digital transformation. We apply digital technology to union member management, operation, propaganda and receiving feedback in real time, ensuring transparent and timely operation, serving union members better.
After the merger, what is the weakest point currently in the grassroots Trade Union? How does the provincial Trade Union solve these bottlenecks?
- The weakest stage of grassroots trade unions today is capacity and operational efficiency. After the merger, many grassroots trade unions are still confused; officials are mostly part-time, lacking time and skills for dialogue, negotiation, mobilization; handling labor disputes is still weak. Some units operate in a trend-oriented manner, not focusing on solving core issues such as salaries, income, working conditions, labor safety, and welfare.
To remove bottlenecks, in the early years of the term, the Provincial Trade Union will strengthen training and fostering of grassroots Trade Union officials. We open in-depth professional classes, and assign specialized officials to closely follow the grassroots level to both support and directly guide. Direct grassroots Trade Unions to develop operating plans associated with specific goals such as improving salaries, working conditions, welfare and occupational safety.

At the same time, we will strengthen dialogue and negotiation with employers to sign quality collective labor agreements, ensuring real rights for workers. Assigning specialized Trade Union officials to closely follow the area, proactively approach businesses that do not yet have Trade Union organizations to advise and support the establishment and development of union members. This approach helps expand organizations in the non-state sector, creating a strong shift in the coverage and influence of the Trade Union.
With more than 80,000 union members at 1,003 grassroots trade unions, what is the Provincial Trade Union doing to ensure their rights and promote their roles?
- In the new term, we will improve the quality of participation in policy development directly related to employment, wages, social insurance, housing, and cultural institutions. Closely follow the reality of businesses and workers' lives to advise on amending and supplementing inappropriate regulations.
Regarding the implementation of democracy, the Provincial Trade Union strengthens dialogue at the workplace and advises on maintaining periodic dialogue between provincial leaders and Trade Union officials, union members and workers. Legitimate recommendations will be received, summarized and gradually handled, especially issues of employment, income and life. In addition, inspection, examination, supervision and social criticism are also promoted.
