The congress was attended by Mr. Phan Van Anh - Vice President of the Vietnam Federation of Labor; Ms. Giang Thi Dung - Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Lao Cai province, leaders of departments and 150 official delegates representing over 41,000 union members and workers in the whole province.
Speaking at the Congress, Mr. Phan Van Anh - Vice President of the Vietnam Federation of Labor congratulated the achievements that the Party Committee, Government and people of Lao Cai province have achieved in the past time. In that common achievement, I am honored and proud to have a very important contribution from a large number of workers, civil servants, laborers and trade unions at all levels of Lao Cai province.

In the 2023-2025 period, despite facing many difficulties and challenges, with the determination of all levels of public service in the province, Lao Cai Provincial Trade Union has made many innovations and creativity in directing, operating and organizing implementation.
The team of workers and laborers in Lao Cai province has made progress in both quantity and quality; their skills, skills, and industrial style have been increasingly improved, gradually forming a team of knowledgeable workers - meeting the requirements of industrialization and modernization.

According to the Vice President of the Vietnam Federation of Labor, in addition to the achieved results, the report of the Congress Executive Committee has frankly pointed out the limitations and shortcomings. The work of representing and protecting the legitimate and legal rights and interests of employees in some places has not met the requirements; dialogue at the workplace has not been given attention at times and in some places; the quality of some collective labor agreements is not high.
Regarding the direction and tasks for the 2025 - 2030 term, I basically agree with the plan of the Executive Committee for the Congress Journey. I suggest that the Congress continue to discuss to improve and concretize with practical and effective solutions, in line with the reality of the workers' and labor movement and activities of the Lao Cai Provincial Trade Union after the merger," said Mr. Phan Van Anh.

The Vice President of the Vietnam Federation of Labor also suggested a number of key contents and tasks such as: Trade unions at all levels need to proactively participate in building policies and laws; improve the quality of dialogue and collective bargaining; expand high-quality collective labor agreements; effectively implement legal support and consultation mechanisms for workers; promptly intervene in labor disputes and collective work stoppages.
The provincial trade union needs to continue expanding the welfare program; Diversify and effectively develop activities to care for the interests of union members, improve the quality of programs and models to care for the interests of union members; focus on caring for union members and workers in difficult circumstances, in remote areas; create conditions for workers to access preferential services; promote housing support, shift meals, and learning conditions for workers' children.
In addition, focus on developing union members, establishing grassroots unions and building a strong and comprehensive union organization. Promote patriotic emulation movements in a practical direction, aiming to improve labor productivity and innovate.
