At the first session, the Congress introduced delegates; elected the Presidium, the Secretariat and the Delegation status Inspection Board. The Congress also approved the program, internal rules and working regulations, creating an important basis to ensure the contents take place according to plan, democratically and consistently.
One of the key contents of the working session was the presentation of the report on the results of the examination of the status of delegates; the review report of the Provincial Federation of Labor Executive Committee for the 2023-2028 term before the 1st Lao Cai Provincial Trade Union Congress, 2025-2030.
At the same time, the Congress also listened to a report summarizing comments on the Draft Charter of the Vietnam Trade Union (amended and supplemented) and a report summarizing opinions and recommendations from union members and workers sent to the Party, the State and the Vietnam General Confederation of Labor.
The working session also took time for delegates to discuss and contribute opinions on the contents submitted to the congress; at the same time, disseminated some contents on preparations for the solemn session taking place on the morning of December 18.
