On October 10, a working delegation of the Vietnam General Confederation of Labor led by Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu worked in Ho Chi Minh City, surveying the situation of labor relations, workers and trade unions to serve the development of strategies for adapting and developing Vietnam Trade Unions in the new situation.
The report of the Ho Chi Minh City Labor Federation shows that as of September 30, the Ho Chi Minh City Labor Federation is managing nearly 22,500 grassroots unions (CDCS) with nearly 2.34 million union members. There are currently 10,385 collective labor agreements (CLAs), of which 636 trade unions negotiated to adjust the quality of mid-shift meals, bringing the total number of enterprises with unions organizing shift meals to more than 6,000 enterprises. In general, the quality of the collective labor agreement has been gradually improved, in which there are many contents that are more beneficial to employees than those prescribed by law.
Over the past 3 years, CEP microfinance Corporation has supported loans for nearly 156,750 employees with a total amount of more than VND 3,320 billion. The "Union member welfare" program has signed cooperation agreements with 57 units with essential products and items suitable for the needs of workers, thereby helping more than 382,000 union members and workers benefit an estimated VND69 billion.
Ho Chi Minh City trade unions at all levels have mobilized union members, employees, and business owners to participate in supporting the construction and repair of 386 "Union Shelters" with a total cost of 21 billion VND.

However, the labor relations situation in recent years has arisen many complicated issues such as: some enterprises do not comply with laws on labor, trade unions, and social insurance, leading to unsecured employee rights, labor relations still have many potential conflicts, conflicts, and collective labor disputes between rights and interests, leading to work stoppages, congestion, and work stoppages not in accordance with legal procedures.
At the meeting, representatives of Ho Chi Minh City's departments and branches provided additional information and contributed opinions on building a strategy to adapt and develop Vietnam Trade Union in the new situation.
Speaking at the meeting, Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu noted that with the largest number of union members, employees, and enterprises in the country, Ho Chi Minh City is a strategic area and has many potential high risks in labor relations.
Therefore, the Ho Chi Minh City Trade Union needs to promote propaganda and education for union members and employees about the policies, guidelines, policies, laws of the Party and State, and regulations of the Vietnam General Confederation of Labor, especially in the context that the whole country is implementing the policy of reorganizing the organization, apparatus and model of local government at two levels and the Labor Code 2019 has allowed the establishment of an organization representing employees at enterprises.
Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu emphasized that the activities of the Vietnam Trade Union in the current period have difficulties and challenges. Therefore, it requires the Vietnam Trade Union organization and each trade union cadre to make more efforts, be flexible, adapt to the new context and situation to effectively perform the core function of representing, protecting the legitimate and legal rights and interests of union members and employees to gather and attract employees to the Vietnam Trade Union organization, worthy of its role as the central and largest representative organization of employees.
"It is necessary to promote better care for union members and workers, first of all during the upcoming Binh Ngo Lunar New Year 2026, so that union members and workers can see that with the new apparatus, new organizations and in any circumstances, the Vietnam Trade Union organization always protects and cares for union members and workers well and fully," Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu emphasized.
