According to the Presidium of the Vietnam General Confederation of Labor, implementing Conclusion No. 106-KL/TW, dated December 13, 2024 of the Politburo on the implementation of the summary of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient" and related documents, the Presidium of the Vietnam General Confederation of Labor requests that trade unions at all levels propagate and mobilize cadres, union members, and workers to actively respond to and strictly implement the innovation and reorganization of the apparatus of the political system.
In particular, propaganda and mobilization need to closely follow Resolution No. 18-NQ/TW and the Party's guidelines and policies, the State's policies and laws, and the guidance of the Vietnam General Confederation of Labor in implementing innovation and reorganizing the apparatus of the political system to ensure streamlining, effective and efficient operations to proactively advise competent authorities on the arrangement and streamlining of the apparatus, and the arrangement of cadres in trade union agencies and units to ensure streamlining, efficiency, effectiveness and efficiency; promote the role of trade unions in participating in the arrangement and streamlining of the apparatus, ensuring the rights of union members and workers, especially the regime and policies for those who retire early, quit their jobs and assign tasks with lower positions.
Units should step up propaganda activities on policies, objectives, requirements, and tasks of streamlining the political system's apparatus in the new situation. Strengthen the understanding of the thoughts and aspirations of cadres, civil servants, public employees, union members, and workers to regularly report and reflect to the Party Committee, leaders of agencies and units to have appropriate handling plans. Do a good job of political and ideological education, raise awareness and responsibility to create high consensus among cadres, civil servants, public employees, union members, and workers on the urgency and necessity of implementing innovation, rearranging the organization, apparatus, and streamlining the payroll to serve the requirements of developing the Trade Union organization and the country's development in the new era - the era of national development.
Proactively advise the Party Committee on union staff so that after implementing the arrangement and streamlining, there must be a team of cadres, civil servants and public employees in the union system who are truly qualified, have the qualities and abilities to match the tasks; ensure that the union apparatus at all levels operates continuously and effectively.
Where the union has an authority or professional agency that is in the process of terminating operations, merging, dissolving, or consolidating, it is necessary to proactively prepare documents and files and promptly settle the union's finances to serve the handover and perform normal tasks as soon as the apparatus is reorganized...
