Mr. Nguyen The Lap - Chairman of the Quang Tri Provincial Federation of Labor, Head of the Emulation Cluster of the Federation of Labor of the North Central provinces, said that in 2024, the Federation of Labor of the provinces in the cluster closely followed the theme to direct, implement and exceed many targets assigned by the Vietnam General Confederation of Labor. The activities were organized with focus, key points, practicality and effectiveness.
Provincial Labor Federations focus on guiding the negotiation and signing of collective labor agreements (CLAs) in newly established enterprises and re-signing expired CLAs. The coordination of inspection and supervision of labor laws, trade unions, social insurance, and occupational safety and health in enterprises continues to receive attention from trade unions at all levels.
Through the program "Tet Sum Vay - Spring Sharing", "Worker's Month", the peak emulation period to celebrate the 95th anniversary of the establishment of Vietnam Trade Union, the Provincial Labor Federations have supported more than 479,289 union members and workers in difficult circumstances with a total amount of more than 431 billion VND; supported the construction of 404 Union Shelter houses for union members with a total amount of 15.2 billion VND...
Union members and workers in 6 provinces have had 40,289 initiatives and experiences recognized by all levels and sectors, bringing in hundreds of billions of VND; there are 2,008 projects and products, worth 327.2 billion VND, 4 individuals have been awarded 38 Creative Labor Certificates by the Vietnam General Confederation of Labor...
During the year, the provincial Labor Federations in the emulation cluster developed 79,477 new union members, of which 8,628 were in the informal sector. 365 new grassroots unions were established, of which 306 new grassroots unions and 59 new grassroots unions were established...
Focus on developing union members
Speaking at the conference, Mr. Nguyen Xuan Hung - Vice President of the Vietnam General Confederation of Labor highly appreciated the results achieved by the Emulation Cluster of the Labor Federations of the North Central provinces in 2024. The Vice President of the Vietnam General Confederation of Labor was particularly impressed with the care given to more than half of the union members of the provinces in the emulation cluster.
The Vice President of the Vietnam General Confederation of Labor noted that in the immediate future, the labor federations in the emulation cluster need to grasp the situation of salaries, bonuses, and workers in difficulty to take care of them during Tet. Regarding the tasks in 2025, the provincial labor federations in the emulation cluster need to promote the intelligence of trade unions at all levels to contribute to the documents of the Party Congresses at all levels; launch emulation at all levels, organize movements to celebrate the Party Congress; focus on developing union members, and establishing grassroots trade unions.
At the conference, the Emulation Cluster of the North Central Provinces' Federation of Labor signed an emulation agreement for 2025. Accordingly, in 2025, the theme will be implemented: "Focus on developing union members, participating in building a clean and strong Party". Successfully organize the patriotic emulation conference (congress) of workers and laborers at all levels and the 11th National Patriotic Emulation Congress among workers, civil servants, and laborers, towards the 11th National Patriotic Emulation Congress.

Proactively implement solutions to facilitate trade unions to conduct negotiations and collective bargaining, focusing on wages, bonuses, working hours, rest hours, and occupational safety and hygiene.
Increase resources to implement major activities during the year such as Workers' Month 2025, Dialogue Program between Party and State leaders with union members and workers, taking care of Tet for union members and workers on the occasion of Lunar New Year 2026...
At the conference, according to the rotation regulations, in 2025, the Thua Thien Hue Provincial Federation of Labor will be the cluster leader, and the Nghe An Provincial Federation of Labor will be the deputy cluster leader of the North Central Province Federation of Labor Emulation Cluster.
