On July 3, the Department of Health of Quang Tri province confirmed that the Provincial People's Committee has allocated more than 3.4 billion VND to support civil servants and public employees in the health sector sent for postgraduate training in the COVID-19 prevention period from 2019 to 2021.
Accordingly, on June 30, the provincial Department of Health paid training costs to 64 doctors and nurses. Among them was Mr. Ho Van May (41 years old) - a doctor at Dakrong District Medical Center - who had to borrow money to study the Doctoral Program I at Hue University of Medicine and Pharmacy. After 3 years of waiting, Mr. May received more than 60 million VND in financial support.
"After receiving the money, I paid the bank to reduce the debt" - Mr. Ho Van May shared.
Previously, based on the Resolution of the People's Council of Quang Tri province on training, fostering, treatment and attracting high-quality human resources, doctors sent for postgraduate training will be partially supported with funding. However, 64 cases, even though they have completed the training program, have not yet been paid according to the policy.
Of these, 17 cases participated in the 2019 - 2021 course to ensure the validity of the Resolution but their graduation was extended to 2022 due to the impact of the epidemic; the remaining 47 cases studied in the 2020 - 2022 period, not ensuring the validity time.
According to the Provincial People's Committee, the reasons for the delay include both objective and subjective factors such as the impact of COVID-19 prolonging training progress, lack of transitional regulations and slow coordination between agencies. After many recommendations, on April 24, 2025, the Standing Committee of the Provincial People's Council agreed on a support policy and assigned the Provincial People's Committee to organize the payment.
Regarding the incident, since August 2023, Lao Dong Newspaper has continuously reported the situation of dozens of health sector officials completing training programs but not yet receiving support. The prolonged delay of many years has made many officials upset, affecting their trust in the treatment policy, in the context of the province's efforts to attract doctors to work in the locality.
