Many businesses comply well
Mr. Le Van Dai - Standing Vice Chairman of Da Nang City Labor Federation - said: Implementing the provisions of Clause 2, Article 29 of the 2024 Trade Union Law and guiding documents for implementation, including Decree No. 105/2026/ND-CP of the Government on trade union finance, in the past time, trade union levels in Da Nang City have focused on implementing many solutions to improve the efficiency of trade union fee collection (KPCĐ). Thanks to that, the annual revenue results basically reach and exceed the estimate assigned by the Vietnam General Confederation of Labor.
Currently, the Da Nang City Labor Federation manages more than 3,052 enterprises subject to KPCĐ, of which 1,767 enterprises have established Trade Union organizations and more than 1,285 enterprises do not yet have Trade Union organizations.
Data by the end of 2025 shows that total KPCĐ revenue in enterprises with Trade Union organizations reached 191 billion VND, equivalent to over 95% of the receivable; for non-state-owned enterprises without Trade Union organizations, revenue reached 5 billion VND, equivalent to over 10% of the receivable.
Many businesses have well complied with the obligation to close KPCĐ such as Universal Alloy Corporation Vietnam Co., Ltd., Mabuchi Motor Da Nang Co., Ltd., Daiwa Vietnam Co., Ltd., Murata Manufacturing Vietnam Co., Ltd., Phuoc Ky Nam Joint Stock Company, CCI Vietnam Co., Ltd., Fashion Garments Co., Ltd.... This result shows the efforts and determination of trade union levels in propaganda, mobilization and implementation.
However, besides the achieved results, the collection of KPCĐ, especially in the non-state sector, still faces many difficulties. The rate of revenue loss is still high, and the situation of late payment and evasion of payment continues to occur in many enterprises.
Some units, despite being reminded and urged many times, intentionally do not fulfill their obligations according to regulations, such as TCIE Vietnam Co., Ltd., Moon Chang Vina One Member Co., Ltd., Dong Tien Co., Ltd., Long Khai Joint Stock Company Branch in Da Nang...
Up to this point, businesses in Da Nang are owing 13 billion VND in trade union finance, of which 9.1 billion VND is owing trade union funds.
Continuing to synchronously implement many solutions
According to Mr. Le Van Dai, the causes of this situation stem from both subjective and objective factors. On the business side, awareness of the responsibility of KPCĐ is still limited, some units intentionally procrastinate and evade obligations. Many small-scale businesses operate unstablely, even do not clearly know the location of production and business, causing difficulties for access and management. On the trade union side, although propaganda and mobilization work has been strengthened, sometimes it is not really thorough, and the effectiveness is not high.
Sanctions for violations are in place but not strong enough, implementation is still entangled in administrative procedures, especially the stage of suing in court. In the context of economic fluctuations, many businesses face difficulties, reduce production, dissolve or go bankrupt; workers lack jobs, low incomes... also affect KPCĐ contributions.
To improve the efficiency of revenue collection in the coming time, Da Nang trade union levels will continue to synchronously implement many solutions. First of all, it is to promote propaganda and dissemination of the Trade Union Law and related regulations, raising employers' awareness of the responsibility to pay 2% KPCĐ according to regulations. At the same time, it is necessary to accurately determine the salary fund as a basis for payment, and closely coordinate with social insurance agencies and tax authorities in labor management and enterprises.
Da Nang trade union levels will regularly strengthen inspection and urging to issue notices reminding businesses, especially for units that are late in payment or evade payment. Da Nang Trade Union levels will also promote the motto "Trade unions accompany businesses", supporting businesses to overcome difficulties, thereby creating consensus and self-awareness in fulfilling obligations.
Trade union funds are an important resource for the Trade Union organization to perform the function of representing, caring for and protecting the legitimate and lawful rights and interests of workers. Delaying or evading KPCĐ not only directly affects trade union financial resources but also reduces the effectiveness of care activities and emulation movements, thereby negatively impacting labor relations and the sustainable development of enterprises. Therefore, improving the efficiency of KPCĐ collection is not only the task of the Trade Union organization but also the responsibility of enterprises and state management agencies, in order to build harmonious, stable, and progressive labor relations in the new situation" - Mr. Le Van Dai said.
