Mr. Pham Anh Quan (born in 1970) is the Director of Hoa Lac Industrial Technology Complex, Chairman of the Trade Union of Posts and Telecommunications Industry Technology Joint Stock Company (under VNPT Trade Union - Vietnam Union of Science and Technology).
Nearly 23 years of attachment to trade union activities and 12 years of holding the role of Chairman of the Trade Union of Posts and Telecommunications Industry Technology Joint Stock Company, Mr. Quan and the Executive Committee of the Trade Union have effectively organized dialogue, collective negotiation and comprehensive care for employees at the company. From understanding the thoughts and aspirations of officials and employees (CBNV), Mr. Quan participated in proposing and negotiating; then successfully chaired negotiations on many practical policies.
Typical among them is the content of ensuring stable income with salary and bonus regimes from 14-17 months' salary/year; supporting resort and labor regeneration costs of 5-7.5 million VND/person/year; supporting clothing costs of 5 million VND/person/year; organizing a collective kitchen with main meals of 40,000-50,000 VND/portion, snacks of 15,000-20,000 VND/portion; purchasing health care insurance and combined human insurance annually for employees; organizing periodic health check-ups with many additional items such as cancer screening, metabolic disease screening, cardiovascular disease prevention, spinal degeneration...
In addition, Mr. Quan also contributed to promoting many humane policies for workers such as giving birthday gifts; giving gifts to female workers on March 8 and October 20; giving gifts to male workers on November 19 from 500,000 VND - 1 million VND/person; congratulating marriage 1 million VND/person; expressing gratitude to officials and employees who are veterans on December 22 and medical staff on February 27, at the level of 500,000 VND/person.
In particular, the Posts and Telecommunications Industry Technology Joint Stock Company also has a policy to support employees suffering from critical illnesses with 2-5 million VND/person; celebrating the longevity of parents and employees during the Lunar New Year with 500,000 VND - 3 million VND/parent; giving gifts to newborn employees' children, International Children's Day, Mid-Autumn Festival 500,000 VND/child; rewarding employees' children with outstanding achievements with 300,000 VND - 3 million VND/child.

The contents that have been negotiated and effectively implemented have benefited nearly 1,500 workers with an amount of over 50 billion VND per year, contributing to improving the happiness index of workers. Talking to reporters, Ms. Khuc Thi Thu Nga - Vice Chairwoman of the Trade Union of Posts and Telecommunications Industry Technology Joint Stock Company said that, in his position as chairman of the grassroots trade union, Mr. Quan and the grassroots trade union executive committee always actively negotiate with the company's leaders to increase policies that benefit workers in general and workers in particular.
According to Ms. Nga, every year, according to regulations, the company organizes 2 periodic dialogues, once before organizing a worker conference, and once at the end of the year to summarize the implementation of the signed collective labor agreement. The grassroots trade union executive committee summarizes the opinions of trade union groups, and tries to propose better regimes than the provisions of law, which must be maintained. In particular, for direct production workers (about 450 people), the grassroots trade union pays more attention and maximizes benefits.
Regarding salary regulations, thanks to the skillful proposal and negotiation of the grassroots trade union and the facilitation of the company's leaders, the rigid regulation that workers receive a minimum of 13 months' salary per year, in fact, has always been higher in the last 3 years. In 2023, workers actually received 15 months' salary in 2023; in 2024, they actually received 15 and a half months' salary; especially in 2025, they actually received 17 months. Thanks to that, the lives of workers have been improved, and labor relations are very good," Ms. Nga said.
