Workers' Month 2026 takes place in a special context, a peak month to celebrate the 14th Vietnam Trade Union Congress, emulate to concretize the Resolutions of Party Congresses, Fatherland Front Congresses at all levels, Trade Union Congresses at all levels in the context of streamlined organization and apparatus, reduced number of trade union officials but must meet a larger, newer, and more difficult workload, requiring faster progress and higher quality...
Faced with the new situation, the Standing Committee of the Thanh Hoa Provincial Labor Federation has focused on innovating leadership and direction methods: Directing all activities to the grassroots level, taking union members and workers as the center, businesses as the foundation, Trade unions as companions, the concern of Party committees, authorities, Fatherland Front Committees and people as the driving force of development.
Province orients, accompanies, and creates motivation for grassroots levels
First, the Provincial Labor Federation has played a good role in orienting, advising, and guiding through building a system of 22 specific targets (an increase of 12 targets compared to the plan assigned by the General Confederation), feasible and practical, as a basis for grassroots trade unions to strive, implement and evaluate. In particular, it has proactively issued 3 plans and 5 guidelines in the direction of clarifying work; clarifying people; clarifying authority and responsibility; clarifying conditions, progress, time; clarifying products. To date, the whole province has had 8/10 targets assigned by the Vietnam General Confederation of Labor reach and exceed the plan; 12/22 targets assigned by the Provincial Labor Federation reach and exceed the plan.
Second, focus resources on building innovative models for union members and workers: That is the skilled worker contest model in response to the emulation movement "Good labor, high productivity, good income" launched by the General Confederation. The model "building a legal advisory team"... aims to promote the core worker team, knowledgeable about the law to do consulting, negotiation, dialogue, handling labor relations disputes, preventing work stoppages and strikes from afar, early, from production teams.
The model of worker cultural space aims to create an environment to arouse the aspiration to contribute, the spirit of innovation, and the model of building Party cells in enterprises as the nucleus of leading the worker movement. The model of "Model grassroots trade union" is a method to improve the quality of grassroots trade unions, the quality of union members and the quality of trade union officials.

Third, pay attention to pilot direction, promptly draw experience and replicate it. In the context that commune and ward trade union officials are still thin, and most of them are new to tasks, while the requirements for deploying activities are both comprehensive and must have focus and key points, the Standing Committee of the Provincial Labor Federation has selected a number of grassroots trade unions with suitable conditions to deploy pilot models; thereby testing practice, perfecting methods, creating a basis for replication throughout the system.
Regarding legal advice work, the Provincial Labor Federation has established 6 provincial-level legal advice groups with 111 members; at the same time, directing commune and ward trade unions to establish legal advice groups in the area and guiding grassroots trade unions in enterprises with 500 or more employees to establish legal advice groups at the grassroots level.
This approach gradually forms a multi-layered, interconnected legal advice network from provinces to communes, wards and businesses; both bringing laws closer to union members and workers, and promptly grasping thoughts, aspirations, and recommendations from the grassroots level; supporting consulting, dialogue, negotiation, and resolving problems right at the source, contributing to preventing labor disputes and collective work stoppages early and remotely.
Along with the legal advice model, models for caring for cultural life, improving skills, and promoting workers' initiatives are also directed and replicated. From 3 models of workers' cultural space at Alena Vietnam Shoe Co., Ltd. Trade Union, S&H Vina Co., Ltd. Trade Union and Ny Hoa Viet Co., Ltd. Trade Union, to date, 17 models have developed.
From 2 skilled worker contests at Sakurai Vietnam Co., Ltd. and SunJade Vietnam Shoe Co., Ltd., the skilled worker contest movement will continue to be implemented to 851 grassroots trade unions and organize provincial-level finals on the occasion of the 80th anniversary of the establishment of Thanh Hoa Trade Union (October 10, 1946 - October 10, 2026).
These model points not only create specific products in Workers' Month - Action Month for Occupational Safety and Health in 2026, but also form a new operating method of Thanh Hoa Trade Union: starting from the grassroots level, testing with practice, replicating with efficiency and spreading with practical benefits for union members, workers, businesses and Trade Union organizations.

Provinces develop, grassroots units mobilize, union members and workers actively respond
Thanks to innovation in leadership and direction methods, Workers' Month - Action Month for Occupational Safety and Health in 2026 has created positive and synchronous movement from the grassroots level. Commune and ward trade unions and grassroots trade unions directly under the Provincial Labor Federation have proactively concretized plans and guidelines of the province into models, projects, and tasks suitable to the practical conditions of each locality, unit, and enterprise.
Many commune and ward trade unions have actively advised Party committees, coordinated with the government, the Fatherland Front, socio-political organizations and employers to mobilize resources to care for the welfare of union members and workers; and at the same time promote the role of workers in emulation movements for good labor, creative labor, improving labor productivity, building workers' cultural spaces and participating in community activities.
In particular, with the motto "leaning towards grassroots levels, close to union members, understanding workers", the activities of Workers' Month - Action Month on occupational safety and health in 2026 are becoming more substantive and practical; strongly shifting from administrative activities and simple movements to creative activities, accompanying and solving the essential problems of workers. Not only caring for immediate benefits, the Trade Union organization also pays attention to proposing long-term policies on training, improving skills, worker housing, health care, educating children of union members and workers and developing the Party among workers.
Proper investment, appropriate methods, clear efficiency
The correct investment is shown for union members and workers, the trade union organization has supported 11 "Trade Union Shelter" houses with a total support amount of 455 million VND, 364,739 gifts, with a total budget of over 122.7 billion VND.
These gifts not only promptly encourage union members and workers in difficult circumstances, but more importantly, through the Workers' Month, the role of union members and workers continues to be affirmed, and creative labor achievements are recognized and praised.
The practical contributions and contributions of thousands of union members and workers at the grassroots level and 80 typical union members and workers honored by the Provincial Labor Federation at the closing ceremony of Workers' Month, further create motivation for union members and workers to grow up, strongly rise up, shift their awareness from being hired to being employed, from income-generating labor to career-based labor, have enough conditions to invest in personal development, take care of their families and contribute more to society. And when the aspiration and mission of workers are promoted, businesses will have to improve, trade unions will rise up, and the homeland and country will be prosperous and happy.
Along with the maturity of the worker team, Workers' Month is a peak occasion for the Trade Union organization not only to admit and strengthen 18,000 more union members, but also to improve the quality of grassroots trade unions. In particular, sticking to reality, close to union members, understanding workers, the team of Trade Union officials has continuously matured: Faster in covering the situation, connecting resources, adapting, and promoting development. Stronger in research, innovation and digital transformation, closer to businesses, union members, workers and digital space. Better in concretizing, using and mobilizing resources, dialogue, negotiation and handling situations.

Especially with 2,400 initiatives, technical improvements, operating procedures, and material saving of workers, it has contributed to improving the quality and efficiency of production and business, improving the competitiveness of enterprises, and socio-economic development in localities...
With 34 issues of concern to union members and workers at the dialogue forum between provincial leaders and workers, it not only suggests for Party committees and authorities to improve mechanisms and policies to care for union members and workers, but also contributes to improving the leadership and management capacity of Party committees and authorities in solving practical issues that are being posed for the lives, labor, income and development conditions of union members and workers.
As a result, by the end of Workers' Month 2026, 643 outstanding union members have been introduced to the Party to admit 340 new party members, affirming the pioneering role of the Trade Union Organization as the political nucleus of the Party in enterprises and at the grassroots level.
The spirit of innovation and creativity, improving labor productivity of Workers' Month - Action Month on occupational safety and health today will continue to be written with new thinking, new methods, towards grassroots levels, taking union members and workers as the center.
The exemplary models of Workers' Month today will continue to be supplemented and improved, replicated, spread practical values, and arouse the aspirations and missions of the working class, elevating businesses, trade unions to develop, and the country to be prosperous.
