On August 19, in Ninh Binh, the Vietnam General Confederation of Labour organized a workshop to collect comments on the draft Guidelines for evaluating and ranking the quality of trade union activities at all levels.
Attending the workshop were Mr. Nguyen Xuan Hung - Vice President of the Vietnam General Confederation of Labor, along with representatives of the Labor Relations Department of the Vietnam General Confederation of Labor, 45 delegates from the Labor Federations of provinces and cities, central industry trade unions and trade unions of communes and wards.
The draft guidelines are structured into 5 major sections, including objectives, requirements; subjects, conditions; principles of evaluation and classification; content of evaluation, classification and organization of implementation.
The subjects of application include trade unions of communes, wards, special zones; trade unions of industrial parks, export processing zones, high-tech zones, economic zones; trade unions of central non-business units; grassroots trade unions (CĐCS) and grassroots trade unions.

In principle, the lower-level trade union self-assesses, scores, and ranks; the upper-level trade union directly appraises, comments, and decides to rank the lower-level trade union.
Notably, the draft proposes to use a 100-point scale, divided into 3 groups of criteria suitable for each type of trade union for evaluation.
For commune, ward, special zone trade unions; industrial park, export processing zone, high-tech zone, economic zone trade unions; central non-business unit trade unions; national university, regional university, other universities trade unions; Vietnam Fisheries Trade Union; economic group trade unions, corporations, companies, credit institutions, finance, banks directly under grassroots-level trade unions:
Group of criteria 1 (40 points): Guiding and supporting grassroots trade unions, grassroots trade unions, union members and workers; Group of criteria 2 (40 points): Compliance with and implementation of principles of trade union organization and activities; Group of criteria 3 (20 points): Trade unions participate in managing, inspecting, examining, and supervising the implementation of policies for union members and workers.
For grassroots trade unions and grassroots trade unions, 3 groups of criteria are unified, including: Group of criteria 1 (40 points): Performing the function of representing, caring for, and protecting the legitimate and lawful rights and interests of union members and workers; Group of criteria 2 (40 points): Party building work, strong trade union organizations, and union member development; Group of criteria 3 (20 points): Propaganda, education, and building the working class.
The draft proposes 4 classification levels: "Excellent completion of tasks", "Good completion of tasks", "Completion of tasks" and "Not completing tasks".
Accordingly, the level of good task completion must reach 80 points or higher; task completion must reach 50 points to below 80 points. For the level of excellent task completion, the draft proposes a number of no more than 20% of units that have completed tasks well, and at the same time must meet additional conditions according to regulations.

At the workshop, delegates focused on contributing opinions on the names of criteria, content of criteria, scores, methods of designing conditions and scoring scales, and at the same time proposed adjustments to some contents to make the assessment closer to the reality of trade union activities.
Regarding the content on the operating time of the Trade Union organization to be evaluated and ranked, Mr. Nguyen Manh Hung - Vice Chairman of Bac Ninh Provincial Labor Federation said that the draft regulations stipulate that newly established, merged or separated Trade Union organizations must have an operating time of 10 months or more to be evaluated and ranked.
Mr. Hung suggested that it is necessary to study reducing the time to 6 months or flexibly regulating trade union organizations that are established and rearranged according to the requirements of the organizational structure.
In fact, after arrangement, many trade union units have had less than 10 months of operation but have fully implemented tasks, have programs, plans and specific operating results. If not evaluated and classified, it will be difficult to fully reflect the quality of operations in the year" - Mr. Hung shared.
Regarding classification criteria, Ms. Hoang Thi Hong Phan - Vice President of Quang Ninh Provincial Labor Federation - proposed to review the regulations on commune, ward, and special zone trade unions being classified as not completing their tasks when one-third or more of the number of grassroots trade unions and affiliated grassroots trade unions are classified as not completing their tasks.
Ms. Phan said that it is necessary to reconsider and exclude cases where grassroots trade unions have not had enough time to evaluate and classify, businesses dissolve, stop operating or have objective reasons.

Regarding the condition that grassroots trade union organizations "have no complaints or denunciations" and "no collective work stoppages or illegal strikes occur", when considering the classification of excellent task completion, Ms. Phan proposed that it must be assessed according to the responsibility, capacity to grasp the situation, prevent, dialogue, negotiate and participate in resolving of the Trade Union organization, avoiding mechanical assessment based only on whether or not there is a case.
Speaking at the workshop, Vice President of the Vietnam General Confederation of Labor Nguyen Xuan Hung affirmed that the opinions contributed by delegates at the workshop will be summarized and sent to the Drafting Committee for research and reference in the process of completing the set of criteria for evaluating and ranking the quality of trade union activities, towards ensuring transparency and fairness.
