Mr. Le An Hai - Member of the Presidium of the Vietnam General Confederation of Labour, Chairman of the Vietnam Industry and Trade Union - said that after studying the Report and Draft Amendment and Supplement to the Charter of the Vietnam Trade Union of the XIII term (Draft) submitted to the XIV Vietnam Trade Union Congress, the Vietnam Industry and Trade Union has the following opinions: Basically agreeing with the content of the Draft.
The Vietnam Trade Union of Industry and Trade participates in contributing opinions on some contents to the Draft, specifically as follows:
- Clause 3, Article 4. Trade union officials:
3rd. Trade union officials loyal to the Fatherland, to the Vietnam Trade Union and the Vietnamese working class, wholeheartedly serving union members and workers, strictly implementing the Party's guidelines and policies, the State's policies and laws and the Charter of the Vietnam Trade Union, having qualifications, capacity, and skills to mobilize workers, having health, prestige, bravery, and enthusiasm to perform the tasks of trade union officials. Encourage trade union officials to have the ability to apply information technology, use digital platforms in managing union members and trade union activities; have skills for dialogue, negotiation and communication skills in the digital environment.
The Vietnam Trade and Industry Union proposed that it is necessary to clearly stipulate that trade union officials need to have capacity and qualifications to meet the current situation of science and technology development, innovation and digital transformation in work.
And adding content that the VGCL guides in detail this and makes this content one of the criteria for trade union officials in the new period.
- In Clause 6, Article 10. "6. The termination of participation in the executive committee of trade unions at all levels:
“a) Members of the executive committees of trade unions at all levels when retiring, resigning to wait for retirement, resigning; resigning from holding positions or positions or transferring to other places not under the executive committee structure; executive committee members who are full-time trade union officials when they are no longer full-time trade union officials will naturally cease to be members of the executive committee of that level and superiors (if any), from the time recorded in the decision on retirement, resignation to wait for retirement, resignation, transfer or notification from a competent authority. In case full-time trade union officials cease to be full-time trade union officials, but continue to be structured as members of the executive committee of that level, the superior-level trade union standing committee shall issue a decision on continuing to be a member of the executive committee of the trade union for that comrade”.
The Vietnam Trade and Industry Union proposed to amend: "for that comrade" to "for that full-time trade union official" to be consistent and unified with the writing style of this content on trade union officials.
- In Clause 8, Article 10. "8. The Executive Committee of the upper-level trade union with special characteristics or higher meets periodically every six months; the Executive Committee of the grassroots trade union meets periodically every three months; meetings are held unexpectedly when necessary.
The Vietnam Industry and Trade Union agreed with the Draft. This is a content suitable for the current actual conditions of trade union units, corporations, and general corporations in the Industry and Trade sector with many grassroots trade union units stretching across the country, so the regulation that the Executive Committee of the upper-level trade union with special characteristics or higher meets periodically every six months is reasonable and suitable for reality.
