Reporting at the Congress, Mr. Nguyen Xuan Hung - Vice President of the Vietnam General Confederation of Labor said that the Draft Charter of the 14th Vietnam Trade Union (amended and supplemented) has been reported and consulted by the Executive Committee of the 13th Vietnam General Confederation at the 14th Vietnam Trade Union Congress. Through delegations and discussion centers, the Presidium of the Congress received more than 16 opinions from delegates contributing to some groups of contents in the draft Charter of the Vietnam Trade Union.
The majority of delegates agreed and highly agreed with the draft Charter of the Vietnam Trade Union submitted to the Congress. Some opinions expressed concern and suggested further research to make the provisions of the Charter of the Vietnam Trade Union strict, easy to apply, and effective in the implementation process at all levels of trade unions.
Regarding trade union members, some opinions suggested considering supplementing the Right to protect personal information according to the Law on Network Security 2018 and Decree No. 13/2023 of the Government on protecting personal data.
Regarding trade union officials, some opinions suggested clearly identifying the subjects as full-time and part-time trade union officials at commune, ward, and special zone trade unions.
Regarding the executive committees of trade unions at all levels, some opinions expressed concern about the content added to point a, clause 5, Article 10 of the draft Charter of the XIV term, because the 2 contents in this point are contradictory. Accordingly, it is proposed to keep point a, clause 5, Article 13 of the current Charter in point a, clause 5, Article 10 of the Charter of the XIV term is appropriate.
Regarding the order and procedures for dissolving grassroots trade unions in Article 19 of the Draft Charter, some opinions suggested assigning the upper-level trade union to proactively issue decisions to terminate operations for grassroots trade unions that do not meet operating conditions.
Regarding trade union levels, some opinions proposed to clearly study the authority to issue decisions recognizing/establishing lower-level trade unions; about the specialized apparatus, functions, and tasks of commune and ward trade unions; the gathering objects of the provincial-level Labor Federation. Some delegates proposed to consider and identifie higher-level trade unions directly under the grassroots level belonging to the Vietnam Bank Trade Union (BIDV, Vietinbank; AgriBank...); amend the phrase "trade unions of industrial parks" to "trade unions of industrial blocks".
Regarding trade union financial work, some opinions suggested amending point a, clause 1, Article 23 on union dues paid monthly by union members equal to 0.5% of the "regional minimum wage".
Regarding the inspection, supervision and operation of the Inspection Committee, some opinions suggested that it is necessary to provide clearer guidance on the inspection, supervision and operation functions of the Commune and Ward Trade Union Inspection Committee.
In addition, many delegates expressed the opinion that the current number of trade union staff is too small, requesting competent authorities to pay attention to increasing the staff of trade union officials at all levels, especially the staff of commune, ward, and special zone trade unions; requesting to strengthen training and coaching of grassroots trade union officials, especially part-time officials; requesting the Vietnam General Confederation of Labor to have specific guidelines for trade union organizations to participate more effectively in propaganda, education and development of party members among union members and workers; researching trade union models, worker linkage groups, online connections to gather workers; after the Congress, it is necessary to issue guidelines for the implementation of the Charter clearly on the organizational model, functions, and tasks of each type of trade union to serve as a basis for decentralization and delegation of power; soon build a centralized and unified digital trade union financial management system nationwide; study and supplement the proactiveness and relative independence of trade unions in accordance with Party regulations.
The majority of delegates' opinions are very profound, quality, and have a basis for studying, absorbing, and completing the Charter of the Vietnam General Confederation of Labour. The Presidium of the Congress proposed that the Congress assign the Executive Committee of the 14th Vietnam General Confederation of Labour to study, absorb, revise, and complete the Charter of the Trade Union to submit to competent authorities for consideration and comments for promulgation and implementation at all levels of trade unions. For opinions not included in the Charter, other opinions, the Executive Committee of the 14th Vietnam General Confederation of Labour has separate Instructions to implement the Charter," said Mr. Nguyen Xuan Hung.
Based on the Report on receiving and explaining of the Presidium of the Congress on the draft Charter of the 14th Trade Union, the Presidium of the Congress proposed that the Congress vote to approve the Charter of the 14th Vietnam Trade Union. 100% of delegates attending the Congress unanimously approved the full text of the draft Charter of the 14th Vietnam Trade Union.
