On the morning of November 9, discussing in groups about the draft Law on Teachers, delegate La Thanh Tan (Hai Phong City Delegation) said that teachers in public institutions are special civil servants, therefore, in addition to general policy benefits for civil servants, special policies are needed to give them better development opportunities.
The delegate said that the draft stated that teachers' salaries are ranked highest in the administrative career salary scale; in addition, there is a regulation that teachers who are recruited and ranked for the first time will be ranked one salary level higher in the administrative career salary scale system.
Regarding this content, delegates proposed a design in which the starting salary of teachers is higher than the starting salary of other industries.
"Because the regulation that teachers are recruited and have their salaries increased by 1 salary level in the salary scale system for the first time does not demonstrate the viewpoint of having a preferential and special salary policy for teachers" - the delegate analyzed.
Delegate Au Thi Mai (Tuyen Quang Delegation) said that the regulations on salaries and allowances for teachers in the draft are not specific for each level of education.
According to the delegate, for preschool level, the nature of work and its own characteristics are different from those of primary, secondary and high school levels. Preschool teachers' working hours often exceed 8 hours/day when they have to arrive early, wait for parents to pick up their children in the afternoon, and return later than the regulations on working hours of the Labor Code.
“Therefore, it is recommended to consider the regime for preschool teachers to be different from that for primary, secondary and high school teachers. Preschool teachers need to have more preferential regimes than teachers at other levels,” the delegate suggested.
Regarding teachers' salaries, Chairman of the National Assembly's Committee on Culture and Education Nguyen Dac Vinh said that the draft Law on Teachers only states the principle that teachers' salaries are ranked highest in the administrative and career salary scale; when ranking salaries, the Government will decide on the specific salaries of each job position and each grade.
Regarding the starting salary of teachers, Mr. Nguyen Dac Vinh said that currently the salary of new teachers is still low, so the drafting agency (Ministry of Education and Training) wants to increase this salary, raising it one level in the administrative career salary scale system.
According to the Chairman of the National Assembly's Committee on Culture and Education, the issue of low starting salaries is not unique to the education sector. Therefore, the Chairman of the National Assembly's Committee on Culture and Education proposed to increase the starting salary to provide more support for workers in general, including civil servants and public employees.
