Resolution 27-NQ/TW in 2018 identifies specific factors to design the new salary table as follows:
- Abolish the current basic salary and salary coefficient, build a basic salary level with a specific amount in the new salary table.

In addition, additional bonuses (the bonus fund is equal to about 10% of the total salary fund of the year, excluding allowances).
Thus, this is a proposal of the Central Economic Committee to coordinate with the Party Committee of the Ministry of Home Affairs and departments, ministries and branches to submit to the Central Committee for consideration.
If the proposal is accepted, after 2026, the Central Committee will consider and propose the implementation of 5 new salary tables and 9 new allowance regimes of the public sector accordingly.
In particular, one of the factors in building the new salary table is to remove the basic salary, implement the design of a salary structure to increase 1 more income for civil servants, public employees and armed forces, which is a bonus (a bonus fund equal to about 10% of the total salary fund of the year, excluding allowances) while perfecting the regular salary increase regime and early salary increase.
