Mr. Vu Anh Tuan - Vice Chairman of the Vietnam Health Union - said that through the synthesis of the Vietnam Health Union, union members and workers of the health sector propose that the Ministry of Health continue to review, synthesize and propose amendments and supplements to legal documents related to professional preferential allowances; on-duty, surgical, and resuscitation regimes; occupational risk allowances, epidemic prevention allowances, ensuring uniform application nationwide. Consider submitting to the Government for early promulgation of regulations on a number of specific allowance regimes for civil servants, public employees and workers in public health facilities; epidemic prevention allowance regimes; support regimes for village and residential group health workers.
In addition, review, amend, and supplement regulations that are no longer appropriate related to ensuring occupational safety and health in the health sector; propose to increase the level of hazardous compensation and consider amending regulations in the direction of allowing payment of cash allowances, creating conditions for workers to proactively purchase items suitable to their actual needs, overcoming the situation that some units face difficulties in bidding, leading to not fully implementing the regime for workers.
Union members and workers also proposed to continue to study, amend, and supplement Decree No. 56/2011/ND-CP dated July 4, 2011 of the Government stipulating the preferential allowance regime by profession for civil servants and public employees working at public health facilities: Additional subjects who are research cadres who are performing scientific research in public service units, indirect subjects who are entitled to the lowest allowance level of 20%.
The opinions also proposed that the Ministry of Health propose to the Party, Government, and National Assembly to pay attention to considering and supplementing staff for the health sector in accordance with practical needs and task requirements. At the same time, soon remove inadequacies in extending labor contracts but not being considered for civil servant recruitment; ensure the principle of equality of rights and policies for employees working in the same job position.
Along with that, build and implement appropriate policies to attract, use and retain medical human resources, especially the team of doctors and nurses with high professional qualifications. Innovate training and fostering work in a direction closely linked to job positions and practical needs of the industry, meeting the requirements of improving the quality of care and protection of people's health.
It is proposed that the Ministry of Health direct and supervise regulations on working hours, rest hours, and clearly stipulate working hours and duty hours; ensure compensatory leave and leave in accordance with regulations. Pay attention to and direct units to implement the improvement of working conditions, occupational safety and health, strengthen measures to ensure occupational safety, security, and hospital order; coordinate to improve the system of procedures and legal mechanisms to protect medical staff in the process of performing tasks.
