Amend the beneficiaries of the special allowance regime from January 1, 2026

From January 1, 2026, the beneficiaries of the special allowance regime will change.

Circular 24/2025/TT-BNV (effective from January 1, 2026) amends and supplements Section I of Circular 09/2005/TT-BNV on the scope and subjects of application of special allowances for cadres, civil servants, public employees and armed forces as follows:

People working in remote island areas and border areas with particularly difficult living conditions as prescribed in the appendix issued with Circular 09/2005/TT-BNV are entitled to special allowances, including:

- Officers, professional soldiers, non-commissioned officers, soldiers, officers, civil servants, public employees, and workers who have been classified according to the salary table prescribed by the State, and workers in the payroll of agencies and units under the Vietnam People's Army, the People's Public Security and key organizations.

- Cadres, civil servants, public employees and contract workers (including those on probation) have been classified according to the salary table prescribed by the State for working in state agencies, state public service units, associations and non-governmental organizations established by competent authorities.

- Officers, professional soldiers, non-commissioned officers, soldiers, and workers in the payroll of agencies and units under the People's Army, the People's Public Security, and key organizations.

- Cadres, civil servants (including reserve civil servants), public employees, those who are on probation, probation and contract workers who have been classified according to the salary table prescribed by the State to work in state agencies, state public service units, associations and non-governmental organizations established by competent authorities.

- full-time cadres and civil servants in communes, wards and towns.
